Prime Minister Vlad Filat today chaired the first meeting of the Parity Commission on Decentralization, the government’s communication and press relations department has said.<\/p>\n

The Parity Commission on Decentralization has been created on the basis of public consultations with the central public and local administration authorities, the civil society, the academic environment, the development partners, and in line with the governmental stipulations on decentralization.<\/p>\n

The prime minister said that the decentralization meant a genuine local public autonomy.<\/p>\n

"It is important to start implementing the assumed goal – the ensurance of the local autonomy through decentralization. We are going to resize the competences in order to obtain a clear and durable system for the local public administration’s proficiency," Filat said.<\/p>\n

State Minister Victor Bodiu said that the government was going to advance, step by step, on the path of central public reform, including by the creation of the Parity Commission on Decentralization, the establishment of the top directions of activity, the elaboration and endorsement of the project on Decentralization Strategy.<\/p>\n

"We reiterate our commitment to obtain quality public services at all levels. In this respect, we will elaborate the project on Decentralization Strategy, in concert with our development partners. We are going to present it for public debates, the coordination of due activities being ensured by the State Chancellery," Bodiu said.<\/p>\n

The objectives of the Parity Commission on Decentralization, the role and the responsibilities of the involved actors have been set up within the meeting. Also, the principles of the creation of working groups on decentralization, in the main fields of reform and the activity plan of the Parity Commission on Decentralization for August-December 2010, have been approved.<\/p>\n

Thus, the Group for strategic coordination, composed of government representatives, the local public administration and the civil society will be in charge of the elaboration of the project on the National Decentralization Strategy and of the action plan on the implementation of the strategy.<\/p>\n

At the same time, four working groups will be in charge of different fields of activity: the organization and the functioning of the local public authorities, the decentralization of services, the financial decentralization and the patrimonial decentralization.<\/p>\n

Vlad Filat called for the establishment of concrete dead-lines for the tasks’ carrying out, in order to ensure the monitoring of their implementation.
