Winemaking enterprises support the idea of creating the National Chamber of Vine and Wine, and suggest restructuring the industrial branch and its management system, said Chairman of the Moldovan Oenologists Union Gheorghe Arpentin.<\/p>\n

He reminded the proposal of creating a specialized chamber, made public by winemaking experts last week, originates from the Oenologists Union that unifies 348 winemakers – individuals, Employers’ Association of Grape and Wine which counts 48 wine enterprises, and the Wine Guild, which unifies seven wine plants oriented toward export.<\/p>\n

Arpentin said the creation of the Chamber has no alternative, pointing out that currently, the winemaking branch is coordinated by the Department of Vine and Winemaking Market Policies within the Ministry of Agriculture and Food Industry, which took over the functions of the dissolved by the new government agro-industrial agency Moldova-Vin.<\/p>\n

"The new structure will guarantee the partnership of the private and public sector and will ensure the effective functioning of the industry", he said.<\/p>\n

According to Arpentin, analogical structures of countries like the USA and Australia, where the industry totally belongs to businesses, as well as to Latin America countries, Chili particularly, where a certain share of control belongs to the government, were taken into account while developing the concept of the organization.<\/p>\n

"We developed a hybrid which was successfully implemented in 2000 by Bulgaria, with a larger presence of the government", said Arpentin.<\/p>\n

He proposes to give the Chamber the competences of the ministry’s functions in exports development, technological functions (technology, equipment, modernization), and implementation of high-quality statistics of winemaking.<\/p>\n

According to Arpentin, the ministry’s representatives, basically, approved the creation of the Chamber, and soon, a working group which will develop the draft law for its foundation will be created. The status of the Chamber for Trade and Industry will serve as a basis for the chamber’s legal status.<\/p>\n

The Chamber of Vine and Wine will operate based on a regulation adopted by the government, and will be formed of 11 member, including the elected Director General. The Chamber’s budget will consist of special allocations from each liter of wine, which will also be used in creating a fund for supporting the branch.<\/p>\n

Asked about his opinion regarding the tightening of quality control over wines in Russia, Arpentin said this sort of measures from RosPotrebNadzor are traditional as a result of diverse political declarations, which do not have anything in common with the food safety of Russian consumers.<\/p>\n

"They did not present any protocols regarding the qualitative and technical characteristics of the Moldovan wine", he said.<\/p>\n

Arpentin thinks that after the Russian sanitary service rejected a consignment of "Cabernet" red wine from "Carahasan Vin", and the Head of the service, Gennady Onishenko declared the suspension of opening the crossing points Saint-Petersburg and Briansk, Moldovan exporters must expect "other similar actions from Moscow".<\/p>\n

Infotag’s dossier: Moldovan winemaking companies’ debts to banks constituted 1.3 billion lei ($100 million) in the first quarter of 2010, the debt to suppliers of raw materials equaled 200 million lei. The winemakers’ total liabilities equal the total assets. More than 30 million dkl of unsold wines piled up in their warehouses, which equals 2.5 grape yields.
