The budget of the Chisinau municipality for 2009 does not include resources for paying compensations for heat to certain groups of people. The announcement was made by the acting head of the General Finance Division Valentina Vazdautan at Monday’s meeting of the City Hall. <\/p>\n

Vazdautan said that 1 billion lei is needed for paying compensations for heat, but the given sum was not included in the budget for the next year because it does not have financial coverage. Yet, a sum of 1.5 billion lei was earmarked for financing the City Hall’s divisions. Such decisions without financial coverage are illegal, Vazdautan said. <\/p>\n

The official considers that another illegal decision made by the City Council is the January 25 decision to pay 50% of the heat consumed by the Chisinau residents, which led to the accumulation of a debt of over 200 million lei.

On September 25, the municipal councilors decided to pay compensations for heat to the unemployed, pensioners and persons that form part of socially vulnerable groups for an area of 18 square meters per person. The other residents will pay 100% of the consumed heat. <\/p>\n
