The National Agency for Energy Regulation (ANRE) will punish the electric power suppliers that do not observe the regulations regarding the quality of the services provided by decreasing the power supply tariff and will oblige them to pay the consumers for the damage caused by providing non-qualitative services. <\/p>\n

The given stipulations are contained in the new regulations concerning the quality of the power supply and distribution services that were published in the Official Gazette on July 25. <\/p>\n

The regulations say that the distribution units must reduce the average period of unplanned disconnections from 12 hours yearly in 2009 to 8 hours in 2013. If the suppliers do not comply, ANRE will reduce the power supply tariff by 0.2% if the deviation is between half an hour and two hours, by 0.5% for 2-3 hour deviations and by 1% for deviations of three hours and more. <\/p>\n

The tariff will be also decreased when the suppliers will abusively exceed the term for remedying the overvoltage-related problems, the term for connecting the consumers to the power supply system and for signing a contract for the supply of power. ANRE can decrease the tariff by up to 5% as from 2010 according to the irregularities identified in 2009. <\/p>\n

According to Gheorghe Lupan, the head of the regulation and licensing division of ANRE, the regulations were worked out following a large number of complaints about the poor quality of the services and with the aim of reviewing and adjusting the regulations to the European norms and standards. <\/p>\n
