The Economics and Trade Ministry (MEC) took concrete actions to get a new instrument for developing the foreign trade – Autonomous Trade Preferences (ATP) – during the first quarter of 2007. <\/p>\n

Economics and Trade Minister Igor Dodon has said that this system will considerably encourage the bilateral trade exchanges and the wooing of investments from the European Union (EU), and will concomitantly lead to re-directing the exports of Moldovan goods to the EU countries, and, respectively, to diversifying the sales markets. At the same time, it will to allow to maintain the existing economic relations with Romania and Bulgaria in a preferential regime. <\/p>\n

Thus, to get ATP in the relations with EU for the demanded products, Moldova has undertaken the following actions: preparing the necessary documents and organising the participation in the meetings of the group of experts on the bilateral consultations held with EU’s services to get ATP; Moldova elaborated and presented the lists of goods due to be negotiated with the EU Commission to get the autonomous preferences for these products. The country also elaborated the positions and tactics of negotiations with EU while getting ATP, and cooperated with the Moldovan diplomatic structures to get the support of the EU member states for giving the preferential regime, the minister also said. <\/p>\n

At the same time, Igor Dodon specified that, in order to fulfil the conditions and requirements of the European Union within the free change negotiations , and to fulfil the commitments within the Central European Free Trade Agreement (CEFTA), during the 2007, the ministry took measures as regards the switching of the power to issue preferential certificates of goods origin from the Chamber of Trade and Industry to the Customs Service. <\/p>\n

Starting 1 January 2006, Moldova has been benefiting from the new generalised system of preferences GSP Plus, offered by EU. This system provides free access to the EU market, without the levying of the customs duties, for almost 7,200 groups of products from 11,000 possible ones (about 90 per cent). This coverage will be of 97 per cent after the ATP’s introduction. <\/p>\n
