The Center for Combating Organized Crime and Corruption has revealed 437 instances of illicit construction of various objects on lands intended for agricultural purposes, its Director Valentin Mejinschi reported at the Wednesday’s meeting of the Government. The land-usage question was scrutinized by the Center on the Cabinet’s request. <\/p>\n

Mejinschi said that as much as 138 hectares of farmlands had been withdrawn from agricultural use unlawfully, and economic operators the land beneficiaries did not compensate for the damage thus inflicted to the farm sector. Nor did they pay law-envisaged compensations for the changing of destination of lands. <\/p>\n

"On 3 of the 138 hectares, mobile telephony relay towers have been built by the companies of Moldtelecom, Voxtel and Moldcell. These companies have submitted their projects on changing the land destination and on withdrawal of these plots from agricultural usage. So, this question will be solved all right. But what shall we do with the rest of the 437 construction objects? The damage caused with such non-purposive land usage has exceeded 80 million lei", said the Center Director. <\/p>\n

He underscored that in a majority of instances, lands are withdrawn from agricultural use without whatever damage repairing – upon consent by local authorities. Town and village mayors abuse office and grant the right to use land "to anybody they wish". <\/p>\n

"For example, some time ago the Primaria [local executive body] of Cricova community [near Chisinau] allocated 110 plots for the building of private cottages – on farmlands. The Cricova mayor was sentenced by court to 3 years on probation. However, violations are continuing there. And recently the Cricova Primaria again permitted to build cottages on another 11 hectares of its farmlands without demanding any compensation to the farm sector. The Center has initiated criminal proceedings into the case", said Valentin Mejinschi. <\/p>\n

The Center for Combating Organized Crime and Corruption has proposed a package of measures to put an end to such arbitrariness. In particular, the Center believes it is necessary to set up a standing governmental commission for examining each of the 437 cases in question, to accelerate the drafting of a Law on land wealth delimitation, to strictly enforce the Law on the normative land price, and other.
