Moldova’s achievements in World Bank projects’ implementation are higher than in other countries of the region, Paul Bermingham, the World Bank’s Country Director for Ukraine, Belarus and Moldova, stated during the Joint Country Program Review Meeting held here today. <\/p>\n

He pointed out that substantial changes are taking place in relations between the World Bank and the Government of Moldova, and the Government is the leader in defining the priority directions of World Bank projects. For a success in the Country Program, Paul Bermingham indicated the Bank’s financial assistance in conformity with the Economic Growth and Poverty Reduction Strategy Paper (EGPRSP). <\/p>\n

World Bank Country Manager for Moldova Edward Brown said the programs funded by the World Bank are assessed as satisfactory, without the presence of problematic or risky projects. <\/p>\n

In the 2005 fiscal year ending this July 1, three new projects were approved — Competitiveness Enhancement Project, Second Rural Investment and Services Project (RISP-2), and Quality Education in the Rural Areas of Moldova Project. The first of them is already working. Tomorrow, a 4th project – of bird flu control – will be signed. <\/p>\n

Several more projects on infrastructure and human potentials development are being negotiated. These directions will be priority ones in the World Bank’s new strategy of assistance for Moldova that is being considered and will be submitted to the World Bank Board of Directors for approval next October. <\/p>\n

Edward Brown highlighted problems that the WB project realization comes across in Moldova. These are lack of experience here to ensure project effectiveness, the need for a more active dialog with the civil society at project preparing and implementation, lack of action coordination by donors co-financing the World Bank projects. But the chief problem is how to ensure the projects’ continuity, and lack of a necessary legal frame. <\/p>\n

Moldovan First Deputy Prime Minister Zinaida Grechanaya said the Government should reserve necessary pecuniary resources, and should render backing to the projects when their external funding comes to an end. She highly appreciated the accord reached with donors that all the means intended for Moldova will be used to implement EGPRSP poverty reduction projects, particularly in rural localities. <\/p>\n

Next fiscal year, the WB financial assistance to Moldova may grow 30% compared with the current year. <\/p>\n
