\"\"The Government of Ukraine has excluded ferrous-metal scraps and rejects from the list of commodities falling under the regime of free trade with the Republic of Moldova. <\/p>\n

The Ukrainian Government offered the following motivation to this step: it is necessary to continuously develop the domestic metallurgical industry and to put a shield to the illicit re-exports of metal scraps by Moldovan economic operators. These restrictions are temporary, and they shall be in effect until Moldova decides to sign an appropriate bilateral protocol, said the Ukrainian governmental Resolution. <\/p>\n

In the Republic of Moldova, the main consumer of the Ukrainian metal scraps is the Moldovan Metallurgical Plant (MMZ), situated in the Transnistrian town of Rybnitsa and being under the Tiraspol administration’s control. In 2005, Ukraine exported to Moldova 1.3 million tons of scraps of the total amount of 7.6 million tons procured in the neighbor country. For comparison: in 2004, the scrap procurement was 17.2% higher. <\/p>\n

Seeing this, Ukrainian metallurgical corporations demanded from the Government to revise the scrap exporting policy, the more so that the MMZ had got to have a new owner. Before, the enterprise belonged to the Ukrainian-Austrian Hares Group. Presently, the Plant is the property of the Urals Steel company of Russia. <\/p>\n
