Poverty rates have declined in continuation, though their paces were slower, but the economic growth persisted with some quality problems – this is the general conclusion of the first annual report on implementation of the Economic Growth and Poverty Reduction Strategy Paper (EGPRSP), which was launched at a national forum in Chisinau on Thursday. <\/p>\n

The meeting was very representative for Moldova and it brought together President Vladimir Voronin, Premier Vasile Tarlev besides all members of the cabinet of ministers, lawmakers, foreign ambassadors and representatives of main donor organisations, NGOs and mass media. "Such a wide representation inspires us with courage," Premier Tarlev said. <\/p>\n

Minister of Economy and Trade Valeriu Lazar, who unveiled the first report, said that important accomplishments can be observed regarding the poverty reduction and economic growth with more than a year after the start of implementation of EGPRSP. In 2005, GDP rose by 7.1 percent, while the cumulated advance in 2000-2005 was 43 percent. The poverty rates continued to decline in 2003-2004, but the reduction paces were slower – 26.5 percent faced an absolute poverty in 2004 and 15 percent lived below extreme poverty rate. <\/p>\n

"Our question today is how sustained these growths are and what should we do in future in order to reduce the poverty and to ensure the economic expansion," Lazar stated. Further, he noted that the acceleration of structural reforms and enlargement of policies and approaches of EGPRSP the next three years will be among priorities. <\/p>\n

The minister underlined the foreign vulnerability of Moldova, stressing that Chisinau has inherited an economic structure from the precedent system that depends 70 percent on imports, while exports grow on background of a rise of consumption, as the domestic production cannot cover the demand. The imports grow in continuation faster than the exports, while the trade deficit compared to GDP has increased from 23 percent up to 39 percent in 2000-2005. <\/p>\n

"The agriculture and industry grow slowly because of the lack of investments," Lazar estimated. As regards the budget collections, indirect taxes remain a very big source of revenues – 44.1 percent of collections raised in 2005. <\/p>\n

The insurance of energy security is another serious challenge and it is not solved, and these terms also refer to the infrastructure development. <\/p>\n

In general, Minister Lazar outlined that the government was "self-critical" enough while drafting the report on implementation of EGPRSP, while the accomplishment and some arrears lay both "on shoulders of the executive and of other actors participating in achievement of EGPRSP." <\/p>\n

Thomas Richardson, chief negotiator of IMF for Moldova, "highly appreciated the sincerity and transparency of the report on EGPRSP" and said that this is a good premise for additional financing from foreign donors. "Of course, much work is still to be done but we should also ascertain accomplishments regarding poverty reduction," Richardson told journalists. <\/p>\n

Asked if he is satisfied with evolutions after one year of implementation of EGPRSP, President Voronin said that a good accomplishment of EGPRSP was obtained at organisational level, but much work is still to be done against poverty. "This strategy stipulates policies and approaches for one more year, it means that we must already think what we will do the next three years," the chief of state added. <\/p>\n

President Voronin reiterated Chisinau’s interest to promote reforms, to encourage business, to enhance the productivity. The chief of state thanked foreign donors for their assistance and invited them to support Moldova in continuation. <\/p>\n

The first report on implementation of EGPRSP will be completed after an analysis of findings and conclusions of all interested sides included in the document. <\/p>\n

The cabinet approved the EGPRSP on May 19, 2004, while the parliament gave green light to this document on December 2. EGPRSP is a document of economic policies and actions to be implemented in 2004-2006 for achievement of a sustainable economic growth and poverty reduction. <\/p>\n

The total cost of EGPRSP is evaluated at 9.2 billion lei (730 million dollars), of which 35 percent will be covered from means foreseen in the medium-term expense framework approved by government.
