The Moldovan Ministry of Economy and Trade will prepare a concept of the 2007 Privatization Program, with a corresponding bill to be subsequently drafted on the basis of the concept, it was decided at the Wednesday’s consultations on privatization and state property management issues that were chaired by President Vladimir Voronin. <\/p>\n

The head of state believes the would-be Law on the 2007 Privatization Program has to be in line with domestic and external socio-economic realities, in particular with the modern situation at the capital market. <\/p>\n

The consultation participants analyzed situation developing in the privatization sphere, the technical condition of the objects included into the 1997-1998 National Privatization Program whose validity has been extended until the end of this year. Proposals were spoken out how to improve the mechanism of State’s presence at enterprises being subjected to privatization, to perfect the system of state property accounting. <\/p>\n

Voronin believes it is necessary to strengthen the Privatization Agency’s control over the observance of contract terms by the owners of privatized objects. He emphasized that the future Privatization Program should be pragmatic, reflect Moldova’s adherence to market reforms, promote consolidation of economy based on competition and transparency principles, and should be open to investment. <\/p>\n

In 2005, privatization brought 65 million lei ($5.1 million) of proceeds to the State Budget – against the projected 127 million lei, and the biggest portion of the revenues came from privatization of dwellings (23.1 million lei) and from selling state property in Gagauzia. Commercial and investment competitions, which in previous years used to bring the main privatization income, provided only 8.9 million lei of revenues in 2005. <\/p>\n

Realization of the State-owned dwelling stock gave only 5.6 million lei last year, and the sales of unfinished construction objects ended practically in a failure, for merely 2 of 34 such objects were sold to a total sum of 107 thousand lei. <\/p>\n
