The parliament decided Thursday to extend the deadline for liberalisation of the electricity market until July 2007, at the proposal of the executive, because the automatic electricity record systems have not been finished until now. <\/p>\n

Deputy Minister of Industry and Infrastructure Vasile Mamaliga said that the efficient management of electricity inflows is impossible because of the lack of an automatic record system. He noted that the production capacity of domestic energy sources cov er only 30 percent of needs. <\/p>\n

The deficit of domestic energy does not allow providers to strictly respect the provisions of normative documents on maintenance of frequency of current at a standard level. From that reason, the executive has proposed to postpone the liberalisation of m arket until domestic producers will be able to produce enough electricity and automatic record system will be implemented. <\/p>\n

Mamaliga promised that the situation will improve until autumn 2006 on account of construction of four high tension lines, with Ukraine and Romania, as well as due to construction of an electricity plant in Burlaceni. These measures will ensure an own energy production of 60-70 percent of needs. <\/p>\n

Vitalia Pavlicenco, lawmaker of the Alliance Our Moldova, said that none of arguments justifies the decision to extend the market liberalisation term. "The executive turned down and initiative to extend the term last July, saying that it is inopportune, and it has radically changed its stance after only half a year. I think that the wish to maintain the monopoly of Energocom, enterprise created in a hurry with violation of all legal norms in 2004, is the true reason," Pavlicenco added. <\/p>\n

The National Agency for Energy Regulation should liberalise the market in several stages by March 10. According to official data, this objective was executed only 10 percent.
