"At least two visits will be needed in order to reach an agreement with the government," Thomas Richardson, chief negotiator of IMF for Moldova, told a news conference on Friday. The high-ranking dignitary noted that the provisions of the memorandum will be made public, "if an agreement is reached." <\/p>\n

"We have just started negotiations. We have used only one third of the two weeks that we spent in Moldova for talks on the new programme. We will come back in February to continue them and we hope to sign an agreement with Moldova," Richardson said. Also , he noted that the draft agreement that the government has tabled to the IMF "is a good beginning of our talks." This project is based on provisions of the Economic Growth and Poverty Reduction Strategy Paper and the European Union-Moldova Action Plan. <\/p>\n

Contacted by BASA, the IMF mission chief hesitated to make forecasts regarding the date of signing of document. <\/p>\n

Premier Vasile Tarlev told the same news conference that the government hopes to sign a new agreement with IMF "as soon as possible," but there are some formalities that must be respected. "The signing in the first half of next year would be an optimisti c forecast, but the government wants it earlier," Tarlev noted. <\/p>\n

It was earlier announced that the IMF Board of Directors could examine a new agreement with Moldova not earlier than in May 2006. <\/p>\n

Speaking about evolution of Moldovan economy, Richardson said that he is enthusiastic with evolution of the public administration reform, regulation framework, continuation of fiscal reform. On the other hand, the IMF mission chief described the growth i n the past years as "robust" and noted that the legislation on the National Bank should be improved in compliance with international norms, in order to award more independence to the bank. <\/p>\n

"We hope that more active steps forward fulfillment of privatization plan would be taken," Richardson added. <\/p>\n
