The draft memorandum on economic and financial policies delivered by Moldovan government to the International Monetary Fund (IMF) for consultation will speed up the process of negotiations on the future progra mme, the chief negotiator of IMF for Moldova, Thomas Richardson, who is in Chisinau as part of a delegation, has said. <\/p>\n

The high-ranking IMF dignitary told Moldovan Premier Vasile Tarlev on Monday that his colleagues from Washington have highly appreciated the draft document. The Moldovan government wants the project delivered to the IMF for consultation to serve as basis for the programme of cooperation with IMF for next three years. <\/p>\n

According to a governmental communication, Tarlev said that the executive is ready for consultations on the IMF programme and cooperation and transparency of its actions. "We want that the programme with the Fund be a programme of Moldova above all," the prime minister said. <\/p>\n

Moldovan officials said more than once that they want a programme with IMF, which would not stipulate financing but only the possibility to restructure the foreign debt of Moldova and to open the way to financing of other foreign donors. IMF officials sa id in turn that the IMF is trying to be flexible and to negotiate programmes to suit member countries. <\/p>\n

An IMF mission, which visits Moldova on December 1-16, will start talks on a new IMF financing programme for Moldova and the negotiations will continue in February 2006, when a new IMF mission is expected in Chisinau. The new IMF resident to Moldova, Joh an Mathisen, has recently said that the new agreement would be approved after a certain period in case of successful negotiations. <\/p>\n

Many analysts say that the National Bank of Moldova would receive money not earlier than in the second half of 2006, if the sides agree on a new financing programme. <\/p>\n

Moldova does not have a programme with the IMF since 2003. Moldova has received only three parts worth about 37 million dollars from the old programme of 147 million dollars overall.
