According to the publication “Economic Statewatch: Quarterly Analysis and Forecast” issued by the Center for Economic Policies of the IDIS Viitorul, the state budget was fulfilled with difficulty in 2004 but in 2005 it will be overfulfilled at the chapter of incomes by at least 110 percent. Thus, if initially it was projected to collect about 6.42 billion lei as basic incomes, after the rectification of the budget the collections are planned to amount to 7.15 billion lei. The VAT will account for 70 percent of the budgetary incomes. <\/p>\n

Unlike the VAT on the goods made in Moldova that grows modestly, the VAT on imported goods recorded spectacular growths in the past two years. <\/p>\n

A 14-percent increase in the collections of VAT on domestic goods and a 10-percent rise in the accumulations of VAT on imported goods were initially planned for 2005. “The unstressed optimism as regards the collection of VAT on the imported goods is determined by the fact that the spectacular growth from 2003-2004 left the impression that this source of income was stretched to the limit practically. However, the trade balance deficit will exceed all the pessimistic forecasts and as a consequence, the collections of VAT on imported goods will rise by 30 percent this year. At the same time it will be very difficult to collect the sums planned from VAT on domestic goods. It is rather probable that the state budget will not be fulfilled at this chapter, the report says. <\/p>\n

The publication emphasizes the fact that the rise in the budgetary incomes on the basis of VAT on imported goods cannot last for a long time. <\/p>\n

The trade balance deficit is currently covered from the remittances sent from abroad that will decrease in the next two-three years. It will be very difficult to fulfill the state budget starting 2007-2008 if no economic basis is created. <\/p>\n

The state budget law for 2006 adopted in two readings envisages incomes of 9.6 billion lei, by 16.5 percent larger than those planned for 2005, and expenditure of an all-time record of 10.0 billion lei, by 20.6 percent more compared with this year. <\/p>\n

The opposition factions criticized toughly the bill and accused the Government that it promotes a mistaken fiscal policy by increasing the share of VAT in the budget formation.
