Chisinau, October 14, 2005 (moldova.org) — Bureaucracy and small salaries of the public officers are main causes for corruption in Moldova. Corruption is one of the biggest impediments for implementing reforms. “Payment for services” (providing an expertise, issuing a certificate, etc.), or simple a bribe, is a source of extra-budgetary income for most of public employees working for central and local regulatory institutions. Despite recently approved simplified regulatory framework, called "guillotine", the corruption is not eradicated yet. <\/p>\n

The Moldovan government plans to submit to the parliament a draft law aimed at changing the system how the minimal salary in the budgetary sector is calculated. The law, if implemented, would double the minimum salary from 200 lei (15.8 dollars) to 400 lei (31.8 dollars), starting December 1 this year. It is expected that this initiative would increase average salary in the public sector by 33 percent next year. Thus, the salary of teachers will grow by about 40 percent, of doctors – by 25 percent, social workers – by 33 percent. <\/p>\n

According to the National Bureau for Statistics, the average salary of a budgetary employee is 981 lei ($77.9), while an employee in the private sector earns in average 1,520 lei ($120.7), in agriculture – 583 lei ($46.3). The average salary of teachers in public school is 875 lei ($69.5), doctors and social workers earn 986 lei ($78.3). The highest average salary was registered in the financial-banking sector – 3,430 lei ($272.3). <\/p>\n
