The Federal Customs Service of Russia said Monday it has not stopped releasing documentary excise stamps to importers of Moldovan spirits and wines. Irina Skibinskaya, spokeswoman for the agency, said the Kommersant daily report was inaccurate. <\/p>\n

"Because of technical conditions the term of release of these stamps has been extended, but not stopped," she told Basa. "Russia in January 2006 introduces as new excise release system, so the term of excise release has been prolonged. Until recent times, an enterprise was able to receive the excise stamps within days or during a day, but now it will have to wait for 50 days." <\/p>\n

Some businesses did not get the stamps they requested immediately, and they rang the bells of alarm, Mrs Skibinskaya explained. <\/p>\n

Basa inquired Gheorghe Cozub, chairman of the Moldovan union of wine exporters, about the story. He confirmed that many Moldovan exporters were unable to obtain the Russian excise stamps, but they did not receive any explanations from the Russian side in connection with the move. <\/p>\n

Many Russian importers presume that the measure is somehow linked with a new regulation on excises, which says these would be applied on Russian territory since 2006 rather than immediately inside the producing plant. Cozub elaborates: "Perhaps the Russian customs authority stopped releasing documentary excise stamps to importers of Moldovan spirits and wines in order to avoid their used after December 31, 2005, but neither did it release any new stamps. I am afraid we are going to encounter problems with exports." <\/p>\n

The Moldovan Ministry of Economics and Commerce and the MoldovaVin agri-industrial agency said they were not formally acknowledged of the Russian measure. <\/p>\n

Only Moldova’s importers are the sole injured party, which prompted the market players to speculate about the renewal of undeclared trade war between Russia and Moldova, the report claimed. The key reason is the obvious shift of Moldova towards the West coupled with the runaway from the Moscow control and the threat to end Russian military standing in Transnistria. <\/p>\n

Eighty percent of Moldovan wine and spirit exports go to Russia, with earnings amounting to more than 250 million dollars a year. <\/p>\n
