Moldova’s debt toward the Russian Federation accounted for 144,733,000 dollars on January 1. These data are part of an annex to the 2007 draft state budget law of the Russian Federation published on the website of the Russian Minister of Finance www.minfin.ru. <\/p>\n

According to the website, Moldova’s basic debt toward Russia amounts to 122 million dollars, while the interest afferent to loans accounts for 22.6 million dollars. <\/p>\n

Moldovan Minister of Finance Mihai Pop stated to BASA on Tuesday that the debts toward Russia are loans released to the Chisinau government starting 1992-1993 to pay for energy resources. Pop noted that 30 million dollars out of the total debt represents loans granted to Transnistria, but Chisinau has assumed these debts in exchange for Moscow’s consent to restructure bilateral debts via the Paris Creditors Club. <\/p>\n

"It was agreed at the latest negotiations with the Paris creditors on May 11-12, 2006 to restructuring some debts maturing between 2006 and 2009 toward Russia and arrears raised in 2003-2006," the minister underlined. Pop stressed that the consolidated debt was restructured for a 15-year term, with a 5-year grace period. <\/p>\n

The Paris creditors have accepted to restructure 150 million dollars while representatives of governments of Germany, Italy, Japan, the Russian Federation and the United States have participated in talks. <\/p>\n

The minister of finance added that the Moldovan government will negotiate soon with the Russian authorities the revision of interests on some debts toward Russia, which is the biggest bilateral creditor of Moldova. <\/p>\n

It should be mentioned that Moldova has the smallest debt toward Russia in CIS. Ukraine has the biggest bilateral debt toward Russia – 1.4 billion dollars, followed by Uzbekistan – 670 million dollars, Belarus 360 million dollars, Tajikistan 295 million dollars, Kyrgyzstan 186 million dollars, and Georgia 150 million dollars. <\/p>\n
