The problem regarding the resumption of exports of agricultural products, meat and sausages to the Russian Federation remains uncertain. Although the Chisinau authorities assure that they have started a series of negotiations in this regard, the "state of things became much more complicated" after June 20, according to independent experts. <\/p>\n

The state veterinary services of Moldova and the Russian Federation should draft an exportation monitoring strategy by June 20, which would guarantee that the exported sausages are made in Moldova, but the document was not worked out so far from unknown reasons. Also, a delegation from the Russian State Phyto-Sanitary Service should arrived for a study visit to Chisinau on June 20, but the visit was postponed for an indefinite period. <\/p>\n

Russia stopped the importation of meat and sausages from Moldova on April 18. Interfax news agency quoted the director of the Russian service for veterinary and sanitary control, Sergey Dankvert, as saying that the decision to stop the importation of meat from Moldova came after it was established that imports "are larger than the Moldovan domestic production." He noted that "Moldova is used for reexportation of meat." The Russian official did not rule out the possibility that "one part of reexported meat could be infected." <\/p>\n

In reply, Anatol Spivacenco, deputy minister of agriculture and food industry, stated to BASA that "I do not know why the Russians limited the imports. This is an inopportune decision, especially because the Moldovan meat exports to Russia are very insignificant." <\/p>\n

He estimated that the restrictions "would not affect the eventual exporters which do not supply meat to the Russian market at present, where the meat products are by about 30 percent cheaper than in Moldova." <\/p>\n

Also, the RBC agency quoted experts as saying that Moscow’s decision has a political nature. "Livestock problems can be identified in Moldova and Belarus very easily," Russian specialists were quoted as saying. Other operators on the Russian market argued Russia’s decision on imports from Moldova as "a try of Moscow to limit the immense reexportation of meat supplied by some western states, which use the ‘open corridor’ between CIS states." <\/p>\n

After about one month of negotiations, on May 20, the state veterinary services of Moldova and the Russian Federation signed a protocol on implementation of measures needed for resumption of exportation of meat to the Russian Federation, with the sides pledging to draft an exportation monitoring strategy by June 20, which would guarantee that the exported sausages are made in Moldova. <\/p>\n

Thus, Chisinau will have to present to Russia a list of Moldovan sausage producers who hold exportation certificates every trimestre, the size of exports, and the names of Russian importers. In turn, Russia will award exportation certificates only to indicated companies, while the documents will have a high protection level. <\/p>\n

Deputy Minister Spivacenco assured the parliament after the signing of the protocol in Moscow in late May that "the process of negotiations becomes more constructive and it is being relieved," but no decision in this regard was made public until now so far. <\/p>\n

Data of the Ministry of Agriculture and Food Industry show that Moldova exported 6,100 tons of meat to Russia in 2004, including 4,500 tons of beef and 1,200 tons of fowl. Russian statistics show that supplies of Moldovan producers are not larger than 0.1 percent of the meat imported by Russia a year. <\/p>\n

The Moscow authorities imposed the "embargo" on imports of vegetal products on May 16. Russia said that "the Moldovan competent authorities violate the Russian and international agricultural production supply norms." <\/p>\n

The director of the Russian veterinary and sanitary control service, Sergey Dankvert, said that "Moldova lacks an inspection to appreciate the quality of vegetables and fruits and, therefore, products infected with different diseases and pests could be exported to the Russian market." <\/p>\n

\"\"Like previously, the deputy agriculture minister showed puzzle over Moscow’s decision to stop the importation of vegetables and fruits and presumed that this action has a political nature. Spivacenco noted that the accusations of Russian experts that Moldovan authorities violate the international agricultural production supply norms "are untrue, while Moldovan vegetables and fruits are among most ecological ones in Europe, since they are grown under natural conditions alone." <\/p>\n

Later, Spivacenco told the parliament that the Russian federal service for veterinary and phyto-sanitary control informed Chisinau on May 14 about stoppage of importation of vegetal agricultural production from Moldova because the Straseni-based limited society Floridel had violated the rules on issuing of phyto-sanitary certificates for exportation of seeding material of decorative crops. <\/p>\n

Nongovernmental organisations also commented the interdictions of Russians. Thus, the National Federation of Farmers and the Uniagroprotect Republican Union of Associations of Agricultural Producers said that Russia’s decision to stop the importation of agricultural products from Moldova contravenes the free exchange agreement signed with Chisinau. They expressed conviction that the embargo has a visible political nature. <\/p>\n

Nicolae Soia, director of the Moldovan agency for phyto-sanitary quarantine, stated to BASA that Chisinau transmitted a number of documents on exported phyto-technical products needed for relief of exports, but "no official response was available so far." <\/p>\n

A week later, Soia estimated that the supplies of agricultural production to the Russian Federation could be resumed by late June, after a study visit of Russian experts to Moldova. "We will demonstrate to the Russian side that the Moldovan agricultural crops do not suffer from any diseases, nor they are affected by any pests. Therefore, we hope that the Russian side would pass a right decision," Soia added. <\/p>\n

According to statistics, Moldova exported 40,400 tons of fruits and grapes and 4,800 tons of vegetables to Russia in January-April 2005. Overall, Moldova exports more than 170 phyto-technical products to the Russian Federation. <\/p>\n
