A mission of the International Monetary Fund (IMF) headed by the IMF chief negotiator for Moldova, Thomas Richardson, will start an assessment visit to Chisinau on June 22, in order to decide whether to resume the negotiations on a new financing programme. <\/p>\n

The negotiations on a new financing programme could take place in September-October 2005 in case of a positive report. <\/p>\n

Chisinau must negotiate a new programme after the IMF financial programme for Moldova was suspended in summer 2002 as a response to the failure of the Moldovan government to take a number of actions agreed with the Fund, and it expired later. <\/p>\n

The IMF delegation comprises experts of macroeconomic sector, monetary and bank systems, finances and budget, real sector of economy, and foreign economic relations. The IMF experts will have meetings at the National Bank of Moldova, Finance Ministry, Economics Ministry to discuss issues related to fiscal and budgetary policy, monetary policy, balance of payments, and foreign debt. <\/p>\n

Moldova must demonstrate positive developments in order to negotiate a new financial programme with the IMF, said the new head of the IMF Mission, Thomas Richardson, who was on his first visit to Chisinau last May. <\/p>\n

The IMF considers that the European Union’s Action Plan for Moldova and the Economic Growth and Poverty Reduction Strategy Paper represent a strong ground for government’s intentions and any decision on next steps of the Fund concerning Moldova will depend on implementation of these documents. <\/p>\n

The IMF insists on continuation of the programme of reforms and maintenance of an economic and financial stability. An IMF mission established last November that the Moldovan government had registered important technical progresses, but the pace of structural reforms is still slow. <\/p>\n

At present, Chisinau does not have any financial programme with the IMF. The old programme valued at 147 million dollars, of which Moldova received only three parts worth about 37 million dollars, expired in December 2003.
