A mission from the European Commission Taxation and Customs Union Directorate will be in the Republic of Moldova in the period of 29-30 June, currently. It will examine the system of issuing the certificates of confirmation the goods’ origin, according to the requirements of the European Union. <\/p>\n

Minister of Economy and Commerce, Valeriu Lazar stated on Monday to the Parliamentary Commission for foreign policy and European integration at a hearing regarding the implementation of the EU-Moldova Action Plan, that in order to benefit by an autonomous preferential system, Moldova must build a well-structured system of issuing the certificates of goods’ origin that would correspond to the requirements of the EU. <\/p>\n

Lazar mentioned that he sought from the EU the list of goods that Moldova wants to be covered by the autonomous preferential system. “There are certain conditions to benefit by these systems of commercial preferences – it is necessary to ratify the Convention on products’ origin,” mentioned Lazar. <\/p>\n

According to the cited source, no other conditions are imposed for the Republic of Moldova at the moment and the attitude of the EU is a positive one. “This being valid also for the list of goods proposed by us, which cover the whole range of products that Moldova wants to promote on all the markets of the EU. We did not write on the list some products we knew beforehand that would not be accepted by any Balkan country, for example veal and certain types of wine,” mentioned Lazar. <\/p>\n

The minister has also stated that the mission to come addressed a letter to the leadership of the Customs Department of Moldova, which refers to the current system of issuing certificates of origin and which the customs specialists consider inadequate. “The system they want to analyze must exclude the issuing of certificates of origin by the Chamber of Trade and Industry, because this thing must be done by a state institution and the EU insists on customs,” also mentioned Lazar. <\/p>\n

“The representatives of the respective mission want to examine several customs checkpoints at Moldova-Ukraine frontier on the Transdniestrian segment and to analyze how this system works in the eastern districts of the country,” mentioned the source. <\/p>\n

“The mission is going to take a decision by July, so that for January 1, when the generalized system of preferences (GSP) for Moldova will be suspended, we should have prepared all the conditions to be able to benefit by the autonomous system of preferences sought by the Republic of Moldova,” concluded Lazar. <\/p>\n
