The Moldovan legislature today cancelled its own decision of 2004 on slapping a special duty on imports from offshore zones – 15% of the transaction cost. <\/p>\n

The previous, Communists-dominated Parliament voted for such a duty in a belief that it will improve the State’s control over import operations run through offshore zones. However, the bill would not become a law due to President Voronin’s refusal to promulgate it. The head of state returned the bill to parliament for improvement yet in May 2004. Eventually, the parliamentarians agreed to the President’s arguments. <\/p>\n

In particular, Voronin thinks that the offshore duty will undermine imports and trigger a growth of prices on imported commodities – electricity, fuel, lubricants, and many other. He believes this question should be solved not by imposition of additional taxes but through a well-thought policy of taxation on imported goods upon their crossing the Moldovan border. That is exactly what the President has demanded from the Government – to thoroughly analyze the European and CIS states’ legislations and practices of trade operations by means of offshore zones. <\/p>\n

Opposition factions drew the attention of their colleagues from the majority faction that a year before, the opposition put forward the same arguments as President Voronin is offering now, but the Communists would listen to those arguments then. The opposition deputies presume that in 2004, the MCP faction put forward that bill "specially to blackmail some companies working with offshore zones and to thus force them into sponsoring the ruling party". <\/p>\n
