Representatives of the Republican Union of Agricultural Producers’ Association “UniAgroProtect” seek from the current Government to cancel a decision through which the wheat export is allowed only through the agency of the Universal Commodity Exchange of Moldova (UCEM) that affects both cereal producers and exporters. <\/p>\n

UniAgroProtect president Mihai Cotorobai stated on Monday at a press conference that according to the Government’s Decision from July 26, 2004 the exporters of cereal products are obliged to perform all the transactions with wheat export through the agency of UCEM, but a verbal order obliges the custom-house officers to ask from exporters a set of 12 documents, including certificates from the mayoralty regarding the lack of debts towards the Social Fund. This order compels the exporters to transport cereals abroad only by train. <\/p>\n

The exporters have complained that although the Guillotine Law that was going to cancel all the internal regulations of the state institutions that were not published in the Official Monitor came into force on February 6, this decision of the Customs Department continues to be applied. <\/p>\n

According to Vasile Cociu, farmer from Stefan Voda who was present at the press conference, after the restrictions on cereal export through the agency of UCEM were imposed, he suffered losses of 750 Th. lei per month, losses that represent payments for cereals’ storage, rise in the price of diesel oil and the loss of contracts concluded earlier. <\/p>\n

One of the founders of the Association of Cereal Products Exporters and Importers "Agrocer", Valeriu Cojocaru asserts that he has lost more than one profitable contract and with state’s involvement the bureaucracy and corruption only boosted. He specified that the cereal producers and importers of Moldova had a climacteric advantage and were able to export cereals at profitable prices, in the moment in which the neighboring countries that produce cereals haven’t harvested yet the yield, but because of the export restrictions through the agency of UCEM this advantage reduces to zero. According to him, the international trading companies with representations at the Black Sea with which they had contracts refuse to take part in the auctions of the Moldovan Commodity Exchange because of the insignificant value of the contracts. <\/p>\n

President of the National Framers Federation, Vasile Marzenco threatened with protest actions if the export restrictions aren’t cancelled. According to him, the practicing of agriculture becomes less profitable in Moldova and with people’s migration abroad the lack of labor force in the agrarian sector is more prominent now. <\/p>\n

Over 1.3mln tones of cereals, of which about 800 Th. tones of wheat, were harvested in Moldova in 2004. Last year there were cropped about 2mln tones of corn, of which only 2.000 tones were exported, assert representatives of UniAgriProtect and Agrocer. <\/p>\n
