\"\"The Government approved the national program of technical assistance for 2005-2006 with a view to supporting the promotion of economic and social reforms in compliance with the Economic Growth and Poverty Reduction Strategy Paper (SCERS). The estimated cost of the program is of over 143mln USD. <\/p>\n

According to the program, in the field of fiscal policy there will be taken actions of optimizing the structure of tax quotas for reducing the fiscal burden, both on the economic agents and on individuals. The system of fiscal facilities will be rationalized and legislation’s codification will be finalized. <\/p>\n

It is also planned to optimize the structure of public expenses so as to cover the sector priorities from SCERS, to support the public services and measures that have a major impact on poverty reduction and economic growth. <\/p>\n

The program envisages a number of actions targeting the revision of the legal and institutional framework for building a state based on law and a market economy, corruption combating, adjustment to the international legal and administrative practices and those of EU regarding the standards, technical regulations and evaluation of conformity. <\/p>\n

The Government aims at ensuring economic agents’ right to benefit by loyal competition by creating the National Agency for competition protection and elaboration of legislation in the field. Measures regarding the development of small and medium-sized enterprises by perfecting the legislative and institutional framework, by facilitating the access to finances of the small and medium-sized business by opening standby credits with an accessible interest rate, development of microfinance organizations etc. are also included in the program. <\/p>\n

Promotion of foreign trade, improvement of the investment climate and of the financial system, sustainable growth of industrial production, enhancement of country’s energy security, improvement of infrastructure, continuation of reforms in the agrarian sector – all are objectives included in the program. <\/p>\n
