Ever since the UN has helped Moldova to ensure a better human rights protection through programs that taught people about their rights and how to protect them.<\/em><\/p>\n<p><em>Nicola Harrington-Buhay has been the UN Resident Coordinator in Moldova since August 2012. She accepted to give an interview to Moldova.ORG and speak about human rights in Moldova, including in the separatist region of Transnistria. She reports that although several improvements in human rights can be seen, there are still issues that need to be further tackled.<\/em><\/p>\n<p style=\"text-align: justify\"><em><strong>Moldova.ORG: In February this year, Mr. Thomas Hammarberg published the first UN report on human rights in Transnistria. According to his research, human rights situation in the separatist region is quite bad and a lot has to be done in order to ensure the protection of these rights. What are the current most stringent challenges in terms of human rights in Transnistria?<\/strong><\/em><\/p>\n<p style=\"text-align: justify\"><strong>Nicola Harrington-Buhay: <\/strong>In thematic terms, human rights issues are similar on both banks of the Nistru. Senior Expert Thomas Hammarberg&#8217;s Report covers a range of issues such as human rights in justice, rights of persons with disabilities, violence against women &#8212; including trafficking in human beings and domestic violence, rights of the child, equality and non-discrimination, and freedom of religion or belief. The Report is, of course, not exhaustive of all human rights issues in the region.<\/p>\n<p style=\"text-align: justify\"><em><strong>Moldova.ORG: Do you see any progress? If so, what has improved?<\/strong><\/em><\/p>\n<p style=\"text-align: justify\"><strong>Nicola Harrington-Buhay:<\/strong> The very process of beginning a serious, non-politicized discussion around human rights has itself been highly important. We are encouraged by the depth with which the Report is being analyzed and the efforts being made to identify future actions. In fact, during the course of, and pursuant to, work on the Report there have been some positive steps in lengths of detention and treatment of certain religious minorities, to name two areas.<\/p>\n<p style=\"text-align: justify\">But there have also been reports of setbacks such as the closure of several internet websites, so it is a mixed picture. It is important to accelerate progress in order for people to see changes in their daily reality.<\/p>\n<p style=\"text-align: justify\">There are several actions identified in the Report that we consider are doable in the near-term. For example, the Senior Expert Hammarberg recommended that the society be engaged around a human rights action plan: in many settings, this has proved a highly valuable mechanism through which to engage people directly in tackling key issues that can improve their lives.<\/p>\n<p style=\"text-align: justify\"><em><strong>Moldova.ORG: What does the UN do to ensure a better human rights protection environment for the people residing there?<\/strong><\/em><\/p>\n<p style=\"text-align: justify\"><strong>Nicola Harrington-Buhay:<\/strong> As everywhere, the United Nations supports efforts to ensure that the promise of the Universal Declaration of Human Rights is accessible to all, that there are no protection gaps, and that all people everywhere are able to enjoy their fundamental human rights &#8211; economic, social, cultural, civic and political.<\/p>\n<p style=\"text-align: justify\">Part of our support lies in building knowledge of the international standards: we are, for example, providing training on both banks on the rights of people with disabilities and gender equality, and look forward to doing more on health and HIV. Agencies of the UN family are supporting efforts against the trafficking of people.<\/p>\n<p style=\"text-align: justify\">Under the confidence building measures supported by the European Union, we are supporting community efforts to ensure people know their rights.<\/p>\n<p style=\"text-align: justify\"><em><strong>Moldova.ORG:  How do you work in the region, given that your staff&rsquo;s access and activity is strictly monitored by the separatist authorities?<\/strong><\/em><\/p>\n<p style=\"text-align: justify\"><strong>Nicola Harrington-Buhay:<\/strong> Under the UN-Moldova Partnership Framework 2013-2017, the support of the UN family is available across all parts of the territory of the Republic of Moldova. UN colleagues are regularly in the Transnistrian region.<\/p>\n<p style=\"text-align: justify\">We work everywhere with the highest possible degree of transparency and welcome interest in and attention to our work.<\/p>\n<p><em><strong>Moldova.ORG: Did you experience any difficulties in performing your duties on the ground in Transnistria?
