This amount is the highest among the proximate countries.<\/p>\n<p style=\"text-align: justify\">Analysts from Group-Expert point out that the failure of the system is explained by poor skills and knowledge that is gained by students during their studies. As effect, the labor productivity turns low.<\/p>\n<p style=\"text-align: justify\">Another reason found by the researchers is the inflation of tertiary education. According to them, the Moldovan universities prepare more specialists that the country actually needs.<\/p>\n<p style=\"text-align: justify\">&ldquo;While the share of employees with tertiary education constantly grew from 17% in 2005 to 23.7% in 2011, the share of workers whose employment specialization corresponds to the educational specialization shrank,&rdquo; the report has shown.<\/p>\n<p style=\"text-align: justify\">The study has also revealed that the Moldovan human capital is distributed inefficiently. The big companies often complain that they spend months until they find the suitable candidate for a qualified job.<\/p>\n<p style=\"text-align: justify\">&ldquo;There is a large mismatch between the economy&rsquo;s demand for workforce and system&rsquo;s supply of qualifications,&rdquo; the experts have found in their report.<\/p>\n<p style=\"text-align: justify\">Moldovan Minister of Education, Maia Sandu has initiated a round of reforms this year that are meant to change the quality of education. Her main reform so far was the implementation of a video surveillance system during graduation exams (Bacalaureat) for high school students. The project was intended to avoid cheating during the evaluation process.<\/p>\n<p style=\"text-align: justify\">As a result of this reform Moldova was surprised to learn that over 40% of high school students failed at least one graduation exam. Most of them blamed the video monitoring for their failure.<\/p>\n<p style=\"text-align: justify\">The results show a huge disparity in exam-passing rates if compare results of 2013 to 2012. In 2012 over 89% of students passed their exams.
