However, a better understanding of the term &ldquo;discrimination&rdquo; remains to be ensured.<\/p>\n<p style=\"text-align: justify\">There are currently four cases of discrimination and incitation to discrimination, says Angela Frolov, Lobby and Advocacy Program Coordinator at GENDERDOC-M Information Center based in Chisinau. She explained that the Center does not have exhaustive data on the number of cases nationwide.<\/p>\n<p style=\"text-align: justify\">She said in a comment for Moldova.ORG that it will take a while until the people will understand what discrimination means and that it is legally punishable.<\/p>\n<p style=\"text-align: justify\">&ldquo;I do not believe this law is somehow able to change perceptions,&rdquo; Angela Frolov told Moldova.ORG. &ldquo;Citizens&rsquo; perceptions can be changed only through policies and education promoting equality and diversity. The situation will change only when we will have real political leaders, who will not be drawn back by the electorate but will go forward towards development.&rdquo;<\/p>\n<p style=\"text-align: justify\">Moldova has earned a statute of leader among the former soviet countries in terms of LGBT rights protection since it enacted the law which assures equality of chances and freedom of assembly.
