The Council of Europe Commissioner for Human Rights, Nils Mui\u017enieks, said on Friday that Moldova needs to make more efforts to ensure that the selection, appointment and promotion of judges are based on merit and not on personal or group interests.<\/p>\n

“A credible and competent disciplinary mechanism is of key importance for promoting the integrity and impartiality of judges and increasing public trust in the judiciary,” Nils Mui\u017enieks said after concluding his four-day visit to Moldova on Friday.<\/p>\n

The official bolsters President Nicolae Timofti’s proposal and suggests raising salaries for judges and providing more funding to the Courts so that they could become fully functional and not rely on external funding.<\/p>\n

“The ambitious reform strategy for the justice sector should receive adequate funding, including for increasing judges’ salaries, to ensure the long-term sustainability of the required changes,” Nils Mui\u017enieks said, adding that the Parliament should also appoint judges to the Constitutional Court as soon as possible.<\/p>\n

The reform of the judiciary in Moldova has been repeatedly suggested by European officials. The shortcomings of the judicial system can be easily recognized considering the way the perpetrators have been brought to justice after the violent protests of April 7, 2009 when thousands took to the streets resulting in people getting kidnapped, beaten up and buildings getting destroyed.<\/p>\n

A recent hunting incident, involving prominent political leaders and that killed a Moldovan businessman was not clarified by the court yet.
