”As there are no visions, strategies and plans of action for adjusting the normative framework to the new international and national regulations, the legal framework in Moldova is incomplete and fragmented,” says the study “Implementation of Laws in Moldova – Current Problems”, presented in Chisinau on August 14. <\/p>\n

During the presentation of the study, Ion Beschieru, expert of IDIS Viitorul and one of the study authors, said that some of the laws are published with delay, while others come into force one, two or three years after adopted. As a result, many legal stipulations become outdated. <\/p>\n

For his part, expert Viorel Furdui, another author of the study, said that the process of adopting laws in Moldova is not transparent, the websites of public authorities are not updated, contain insufficient information about the legislation or have non-functional search systems, while the contact data of some of the subdivisions are old or there are no such data. <\/p>\n

According to Furdui, the public authorities’ capacity to effectively implement the legislation is limited. As a result, the institutional reforms are blocked and the people’s trust in the institutions that adopt laws diminishes. <\/p>\n

The study says that Moldova lacks an efficient and appropriate mechanism for approving and monitoring the legislative documents adopted by the authorities. This shows that the Government is incapable of reacting rapidly and adequately to the changes in the legislative area. <\/p>\n

The study also says that the ministries do not bear responsibility, the implemented laws do not have financial coverage, the parliamentary control is insufficient, while the civil society and the scientists do not actively participate in the formulation and adoption of laws.\/\/REPORTER.MD <\/p>\n","protected":false},"excerpt":{"rendered":"
