The Guidebook of Passing Judgments has not been worked out yet. There is no proper strategy for financing the legal system and the number of courtrooms is low. <\/p>\n<p>Mircea Esanu, the secretary of the Anticorruption Alliance, said that the Alliance made a number of recommendations for the Ministry of Justice such as to increase the number of courtrooms and of judges in district courts. But many of them have not been accepted. <\/p>\n<p>According to the report, the lack of access to information is one of the major shortcomings in the fiscal area.
