The unofficial payments are mostly used in the institutions of health protection – 295 cases, police – 121, and customs – 105, according to a survey realized by Transparency International, on a sample of 1105 people, in February 23 – March 10, 2008. <\/p>\n

Corruption is one of the main problems, Transparency International Director Lilia Carasciuc said at the 22 April press conference. Over 80% of Moldovans consider the phenomenon of corruption as an impediment in the development of the country. “According to the survey, the people place corruption as third among the problems they meet, it following only poverty and unemployment. The business people also feel that, and place this phenomenon as second after great taxes”, according to the quoted source. <\/p>\n

Most often, the population pays, according to the survey, unofficial payments for the visa issue – 80.7 %, at customs – 57.2 %, police – 51.2%, in medical institutions – 42.5 % and in the educational institutions – 36.3%. The business people also meet corruption in the medical institutions – 49.4%, at customs – 45.4% and at the fiscal inspectorates – 31.9%. <\/p>\n

About 39% of the respondents made unofficial payments in different institutions and areas, according to the survey. The volume of the unofficial payments made in 2007 is of about 590 million lei, the survey shows. <\/p>\n

Over 76% of the Moldovans are disposed to pay bribe in difficult situations. The percentage is higher when reported to the business people – over 81%. At the same time, over 14% of the respondents consider corruption cannot be struggled against. <\/p>\n

The survey aimed at analyzing the respondents’ perception and experiences regarding the corruption phenomenon in different institutions of Moldova, namely in six priority areas: judicial, customs, fiscal, police, education and medicine, according to Lilia Carasciuc. <\/p>\n

“Among the most frequent measures of combating corruption, along with enhancing the sanctions towards those that take and give bribe, the respondents named the application of ethical conduct norms in the public service, the servicemen’s promotion on the career hierarchy depending on their merits, informing the population about the risks of corruption and the control of the declarations on income of the public servicemen”, according to the quoted source. <\/p>\n

The survey was made by the Centre of Sociological Investigations and Studies CBS-AXA on a sample of 1105 people, with a margin error of about three per cent.
