State social assistance will be given in line with the assessment of the average monthly global income of the family and its need in social assistance, according to a draft law the government passed on October 3. <\/p>\n

The bill sets the mechanism of calculating the average monthly global income of the family and giving social allowances. <\/p>\n

Moldovan Minister of Social Protection, Family and Child Galina Balmos said that presently, social assistance is offered per categories: if the beneficiaries fit into a certain category (retirees, disabled persons, families with numerous children), they receive state social assistance regardless of their real income. <\/p>\n

"Thus, nowadays, 11 categories of people (about 260,000) benefit from nominal compensations, for which the state spends annually over 350 million lei. The number of beneficiaries keeps on being on the ups and the government does not take into account whether they need social assistance or not. The new law seeks to guarantee state social assistance to families that are really in need. I do not refer to assistance equal to the current nominal compensations. I am speaking about assistance able to allow vulnerable families have a decent livelihood and possibilities equal to the ones of the other families," Balmos said. <\/p>\n

The minister specified that the problem resides in the assessment of families’ global income. <\/p>\n

In 2006, a DFID-backed pilot project was implemented in four raions in order to calculate families’ global income. The specialists took into consideration the money earned and the natural income got from labor in all kinds of entrepreneurial activities, income in the shape of insurances and social assistance, income from farmlands, real estate goods and stocks owned by families. <\/p>\n

"To establish the amount of social assistance we will take into consideration the difference between the minimal guaranteed monthly income per family and its global income. To establish the average guaranteed income we took into account the level of the minimal salary in the country’s economy, 400 lei and the level of the minimal pension in the social insurance system of 406 lei (361 lei in agriculture), and other parameters," Balmos specified. <\/p>\n

Balmos also said that once the new law is passed, the law on nominal compensations will be in force for another 2 years, so as to ensure a period of transition to the new mechanism of calculation and payment of the state social assistance. <\/p>\n
