The Consulate of the Romanian Embassy to Moldova announced on Thursday that it was reopening the procedure of citizenship award for Moldovan nationals, whose parents or grandparents had been Romanian citizens when present-day Moldova was part of Romania. <\/p>\n

Moldovan applicants who want to gain the Romanian citizenship have to send a letter to the Romanian Consulate with request for an appointment for the interview. This condition actually cancels a procedure established by applicants who had spent nights and mornings in queues to fill in the lists with names. Unofficial accounts show that at least 10,000 people have introduced their names in those lists and handed in the papers to consulate officials. <\/p>\n

Press reports claimed that the hullabaloo around those lists had made the soil fertile for speculators, who had filled in the first hundreds spots and sold places to late-comers. This way to make money has been upset now. Consulate officials said every applicant – with rare exceptions when he or she is physically unable to show up personally – has to come in person to the consulate headquarters when his\/her request for appointment is approved and the date of interview is communicated in an official response. <\/p>\n

The conditions were published on Friday in the newspaper Jurnal de Chisinau. A new condition is that all applicants must speak Romanian fluently and demonstrate accurate writing. <\/p>\n

The Moldovan parliament adopted a multi-citizenship legislation last month, and President Vladimir Voronin has recently signed this document. <\/p>\n

Opponents in parliament to the new law feared that the new document would shake up the constitutional foundations of Moldovan statehood. Independent Deputy Mihai Petrache, in particular, was the strongest opponent of the new law. <\/p>\n

Moldovan authorities hold no exact data regarding the number of Moldovans who have acquired the citizenship of other countries. Mass media and politicians claim that hundreds of thousands of Moldovan nationals have gained foreign passports, mainly those of Russia, Romania and Ukraine. Press reports quoted a Ukrainian diplomat as saying that as many as 300,000 Moldovans have obtained the Romanian citizenship until now. <\/p>\n
