The Moldovan parliament will consider during the current session several draft laws which would improve the situation on the free access to information. Statements to this effect were made by Speaker Marian Lupu within a 26 September conference, Free Access to Information: Legislation, Practice and Prospects. <\/p>\n

Marian Lupu said the access to information is a vital right and a fundamental precondition for solving daily issues. "But it is important what we want and how we ask for it. Regretfully, in Moldova, there is a deficit of culture of access to information, both at the level of public authorities and among citizens. This inconvenience has to be removed through the openness of public authorities and by raising public awareness about it," the speaker said. <\/p>\n

The speaker believes that the access to information is "a trial stone for the state in terms of ensuring the fundamental rights". Ensuring this right means creating an environment favourable to the implementation of other related rights, such as: the right to free expression, the right to opinion, press freedom and others, without which no society can be democratic. "The information of public interest is a good which the citizens have to know and the authorities have to inform them about. Informing systemically and correctly citizens makes them more responsible and more active in the public life," the speaker said. <\/p>\n

Lupu reiterated that the level of confidence between citizens and authorities depends on the extent to which the public authorities manage to create an accessibility context suitable for the assertion of their legitimacy. "Therefore, nowadays, it is more and more difficult to conceive a state institution without a structure ensuring connection with the public, such as information bureaus, spokespersons or hotlines. These levers are meant to contribute to the unconditioned implementation of "the right to know," Lupu said. <\/p>\n

The speaker underlined that Moldova has decidedly engaged in the irreversible process of European integration, which is of special importance for the improvement of the situation in the access to information sector. Lupu voiced conviction that "now, the public authorities understand better than ever how important it is to guarantee the access to information, particularly because being opened to the society means having advantages of credibility, efficiency and responsibility". <\/p>\n

The annual conference, Free Access to Information: Legislation, Practice and Prospects, is conducted at the Chisinau-based B.P.Hasdeu library on 26-27 September.
