The Constitutional Court of the Republic of Moldova examined a request concerning the lawfulness of applying Annex No. 23 to the 1999 State Budget Law by parliamentarian Victor Cecan, INTERLIC News agency reports. <\/p>\n

This annex suspended the validity of 16 acts, which are very important for the majority of the population. In particular, it cancelled benefits for the invalids and the victims of the Chernobyl catastrophe, pensions for the militaries. It also abolished privileges for many categories of state employees, including policemen, carabineers, procurators, judges, it suspended the indexation of the citizens’ deposits in the ex-USSR Savings Bank. <\/p>\n

The court acknowledged the similar practice of suspending the validity of the laws as unconstitutional. In the result of Victor Cecan’s request and the court decision the government is in a difficult situation. Government representative, Vice-minister of Finance Valentina Badrajan said that the cabinet’s task is very acute now: how to pay 440 million lei to the population in the course of this yea. <\/p>\n

In Victor Cecan’s opinion, the similar situations had not transpired if the high authorities had strictly follow the Constitution.
