At its last sitting the Central Electoral Commission examined the issue of assigning funds for carrying on local elections and the consultative referendum. Nicolai Televco, CEC Vice-chairman stated that 7 million lei had been allocated for carrying out local elections and the referendum. It was envisaged to allocate 1 million 735 thousand lei in March –April for these purposes, but only 695 thousand lei of 40%, out of which 93 were designed for paying off 1998 debts. <\/p>\n

Thus, the situation is very hard. There is a lack of funds to pay to people working in the electoral bodies, telephone calls, transportation, purchasing materials and so on. And soon the time will come for equipping the electoral district offices, cabins for voting and so on. <\/p>\n

In compliance with the Electoral Code the candidates enjoy the right to be released from their job with the preservation of their job. If 26 thousands candidates for village heads and their advisors are registered, it is easy to calculate that if 100 lei is to be paid to each of them, it will take million 600 thousand lei that is impossible under the present circumstances. <\/p>\n

Alexandr Scerbanschi, who is directly responsible for the financing of the electoral campaign referred to difficulties related to repaying external credits. However, he promises that beginning from the next week the Finance Ministry will cope with the local elections financial schedule. <\/p>\n

The issue of the activity of the Coordinating Council for Audio and Visual Facilities for Realizing the concept of elucidating the electoral campaign provoked hot debates.
