Farmers from the Chisinau-controlled villages on the left bank of the Dniester river will be able to harvest their crop in exchange for a tax of 0.18 percent of agricultural production transported on the other side of the Ribnita-Tiraspol highway, in line with a compromise decision of the sides approved at the latest round of negotiations on settlement of the Transnistrian conflict. <\/p>\n

Negotiations lasted on Friday, December 16, by midnight, with the participation of Tirapol, Chisinau, Russia, Ukraine, the OSCE and the United States. The representative of the European Union left the talks earlier because he had some important meetings. <\/p>\n

The head of the OSCE Mission to Moldova, William Hill, told journalists after the protocol of the round was signed that the talks focussed on the problem in the security zone, especially of farmers from villages on the left bank of the Dniester river. Finally, the sides accepted that farmers have free access to own fields next year. However, they will have to pay a minimal tax for transportation of agricultural production. <\/p>\n

Also, the sides decided to replace the alleged Transnistrian customs stations with militia and police stations. The talks on this topic will continue at the next round of negotiations scheduled for January 26-27, 2006. The sides will table proposals mean while aimed to improve the situation, a task force on this issue will be created, and the Joint Control Commission could resume its activity later. <\/p>\n

Hill expressed dissatisfaction with how the problem of the villages concerned was solved, but noted that these agreements are "better than nothing." <\/p>\n

Another issue that challenged disputes at negotiation envisaged the organisation of democratic elections in the Transnistrian region. Finally, the sides decided to institute an "evaluation mission" to asses this situation. The Vienna Permanent Council wi ll pass a decision on institution of this mission, with the consent of local authorities. Although Tiraspol conceptually accepted the idea of an evaluation mission for organisation and conduct of the scrutiny, the next rounds of cooperation were not coor dinated yet. The OSCE will work out a mandate for the future evaluation mission and a functioning regulation for this mission until the next round of negotiations in January. <\/p>\n

Asked to comment on reaction of Transnistrians to the idea of an evaluation mission, Hill said that "it would be an exaggeration to say that the sides accepted the conduct of some free and democratic elections in the Transnistrian region. Negotiations we re very difficult. Tiraspol accepted some positions, but it gave up later some points that we already regarded as coordinated. We were so late from this reason. I hope that concrete steps forward settlement of the problem would be taken in future, includ ing in connection with tensions in the Dubasari district. The situation was and is difficult. The outcome could be much better," Hill added. <\/p>\n

The participants in negotiations also discuss issues related to transformation of the peacekeeping mission, monitoring of the military industrial complex in the Transnistrian region and Russia’s military presence in Moldova’s territory. The sides did not reach an agreement on Russia’s military presence in Moldova’s eastern breakaway enclave of Transnistria, which would be included in the final protocol of the round. The agreement on presentation of information on army and weapons of the sides in Decembe r was also compromised. Hill noted that only Moldova presented the solicited information on time, while Tiraspol has sent an irrelevant letter to Russia and Ukraine. That was the second round of negotiations in a larger format after 15 months. President Vladimir Voronin has recently said that Chisinau would withdraw from negotiations, if the sides fail to find a solution to the problem of farmers from Dubasari. <\/p>\n

Contacted by BASA, Reintegration Minister Vasile Sova was unsatisfied with the outcome of the recent round of negotiations and said that talks were very difficult.
