Last Tuesday, U.S. Secretary of State Condoleezza Rice submitted the 2005 International Religious Freedom Report to the U.S. Congress. Required by the Congress since 1998, the annual report on international religious freedom describes the status of religious freedom in foreign countries and U.S. policies to promote religious freedom around the world, the U.S. Embassy in Chisinau wrote in its Press Release. <\/p>\n

At the ceremony releasing the report, Secretary Rice stated: "Religious freedom is a constitutional right for Americans. It is also a universal human right." The 2005 report includes sections on the status of religious freedom in 197 countries. <\/p>\n

The section on Moldova highlights that, while Moldova’s legislation on religious freedom is generally satisfactory, there are problems with registration of religious organizations and construction of places of worship. <\/p>\n

According to information gathered by the U.S. Embassy, the Church of Jesus Christ of Latter Day Saints (commonly known as the Mormons), the Spiritual Organization of Muslims, the Central Muslim Spiritual Board of Moldova, and the True Orthodox Church of Moldova have all faced repeated delays as they have tried to obtain official registration. <\/p>\n

For instance, while the Mormons initially submitted their registration request in 2000 and have submitted additional requests and clarifications several times since, and despite the Moldovan law stipulating that religious organizations should be registered within 30 days of submission of their application to the State Service for Religions, the State Service has still not registered the organization. <\/p>\n

The report also notes several instances of interference in construction of places of worship. The construction of a Baptist church in Capriana was halted in the spring of 2004 by government authorities who, despite no finding of wrongdoing, have not allowed the project to resume.
