The non-governmental organisations have to be involved as largely as possible in the legislative consultation process, particularly when their proposals can have an impact on the legislative initiatives’ development, Speaker Marian Lupu today said during the opening of the seminar, Principles of Cooperation between Civil Society and Public Authorities in Moldova, according to the parliamentary press and image service. <\/p>\n

In order to strengthen mutual confidence, the consultation process has to be overt, and the cooperation mechanism to be clear both to the public associations directly involved in the process, and to the public opinion, Lupu said. <\/p>\n

The speaker announced that parliament has worked out a Concept of Cooperation with Civil Society, which is focused on establishing an open dialogue between the civil society and the legislative, in order to optimise the decision-taking process and to develop the non-governmental sector. <\/p>\n

Lupu expressed conviction that the seminar offers a favourable context to discuss and debate the draft, and reiterated the commitment to promote the idea of cooperation between parliament and civil society. He also said he will propose for adoption the cooperation concept which will be worked out following the present seminar. <\/p>\n

The Council of Europe (CE) Secretary-General’s special representative for Moldova, Vladimir Filippov, said that once the concept is adopted, the civil society will have many responsibilities: not only to control the public institutions’ activity, but also to cooperate with them in order to build up a real society based on democratic principles. <\/p>\n
