The parliament has passed in the first reading amendments to the Code on Administrative Contraventions, which stipulate sanctions for failure to present or presentation of incomplete or wrong information about limited or suspect financial operations. The amendments envisage institutions, which carry out financial operations. <\/p>\n

According to the document, these actions “attract sanctions of 100-300 conventional units for high ranking persons." Also, "the same actions aimed to obtain profit attract sanctioning of 1,000-3,000 conventional units for high ranking officials." <\/p>\n

The document was adopted with 54 votes of Communists, while opposition parliamentary factions did not warm it. The parliament is to pass the document in the second reading. <\/p>\n

The draft empowers the Centre for the Struggle against Economic Crimes and Corruption (CCCEC) with the right to stop limited or suspect financial deals. <\/p>\n

A provision awarding the right to CCCEC to sanction financial institutions for failure to comply with its decision on stoppage of limited or suspect deals raised the biggest dissatisfaction of opposition. This paragraph was finally excluded at the propos al of the parliamentary juridical commission for rules and immunities. <\/p>\n

Christian Democratic leader Iurie Rosca said that he is concerned with the trend to extend the competences of CCCEC, which becomes the "synonym of economic and financial repressions in Moldova." According to Rosca, "the acting government undermines the prosecutor’s office of Moldova and courts through such initiatives and extension of competences." <\/p>\n

In the context, Democratic Party faction leader Dumitru Diacov said that "Moldova has five institutions which combat crime, but there are tries to use these structures against political opponents." Diacov proposed the transmission of CCCEC to the Interior Ministry. <\/p>\n

Valeriu Cosarciuc said on behalf of the Alliance Our Moldova that this draft law would harm both Moldova’s image and commitments assumed in front of the Council of Europe. "CCCEC is used in Moldova for political scuffle." As for example, Cosarciuc indica ted the case of Victoriabank director Victor Turcanu, whom CCCEC officers held for ten days. <\/p>\n

In turn, Communist lawmaker Iurie Stoicov told the opposition that "there are some positive enough things in activity of CCCEC." In particular, Stoicov said that the rise of budget incomes is mainly due to law enforcement agencies.
