Low pay and lack of a home determine teachers to work in other areas than education, said Alexandru Roman, chief of the education and science department in the Chisinau Municipal Council. <\/p>\n

An annual conference of teachers on Thursday, Mr. Roman specified, found that about 6,250 teachers work extra hours in the Moldovan capital alone, because of the deficit of specialists in the area. <\/p>\n

Gheorghe Igorov, chief specialist for human resources in the Education Ministry, told BASA that at least 10,000 teachers continue to work extra time across the country. For this and other reasons, the government hires retired professionals. The young ones would not hang on a teacher’s job in spite of a package of facilities existing for them. <\/p>\n

Igorov also said that 1,700 students have graduated this year from teacher training establishments, at a time when 2,200 new specialists are needed. According to the Ministry of Education, less than 50 percent of teachers who graduated last year accepted employment in a school. <\/p>\n

Moldovan schools need mainly teachers of physics, mathematics, information sciences, and foreign languages. The Ministry of Education hopes the new legislation passed last year will encourage young specialists to work in the education system. The legislation provides for a number of facilities for young teachers, including free accommodation and a single allowance of 30,000 lei for those going to a rural school. <\/p>\n

A lawmaker working in the parliamentary commission for culture, education and mass media, Dumitru Ivanov, told BASA that the law is not lucrative, because financial constraints would not allow the central government or the local public authorities to bear full costs of accommodation or allowance payouts. <\/p>\n

Ivanov, a former leader of teachers’ trade union, repeated his earlier complaints that the low pay and indecent working conditions scare the young off the education area. The facilities in place apply for the young teachers who work in rural settlements – that is good, of course – but what do we do for the others? he asked. <\/p>\n

At least 3,500 academic hours were lost every week in about 1,500 pre-university education institutions the previous years due to the deficit of teachers. Unionists say school boards are forced to hire people who lack teachers’ training. Some assume several disciplines, for which they may not be qualified. Around 40 percent of teachers working at present have passed the retirement age. On average, Moldovan teachers are 50 years old.
