President of the Republic of Moldova, Vladimir Voronin has addressed to the Parliament a letter seeking urgent initiation of a procedure of modifying the article 24 (3) of the Constitution for abolishing death penalty in all the circumstances. <\/p>\n

The head of state sought from the Parliament to modify the article of the Constitution which stipulates the possibility of applying death penalty for acts committed in time of war or in impending danger of war. It should be mentioned that the new Penal Code adopted in 2002 does not stipulate death penalty for any type of crimes. <\/p>\n

According to the presidential press service, the head of state considers that further existance of this provision in the Constitution referring to death penalty represents a factor which affects the image of our country. The modification proposed by the President will reconfirm the option of the Republic of Moldova to respect the fundamental human rights and freedoms. Constitutional sanctioning of abolition of death penalty in all the circumstances will allow our country to comply with the commitments assumed by signing Action Plan Moldova-EU, considers Vladimir Voronin. <\/p>\n
