The Head of the OSCE Mission to Moldova, William Hill, expressed regret that on Wednesday evening the Transnistrian authorities informed the Mission that they would not agree to a visit planned for Thursday by Mission Members to the Operative Group of Russian Forces (OGRF) Ammunition Depot in Colbasna. <\/p>\n

The diplomat told a news conference today the visit had been arranged and approved by appropriate authorities of the General Staff and Ministry of Defense of Russia. Mission members have not visited the ammunition depot for over a year, and in that time several new Mission Members have arrived and there have been some changes in Russian Federation personnel. The visit would have provided an opportunity for new personnel to get acquainted, and to review operational procedures and current questions. <\/p>\n

In accordance with normal working procedures, the Mission informed Tiraspol authorities of the impending activity. Despite the fact of Russian Federation agreement, Transnistrian authorities indicated their opposition to the visit. <\/p>\n

TO AVOID possible negative consequences, Mission personnel did not attempt to go to Colbasna today. Instead, as previously agreed, Mr. Hill and several Mission members visited OGRF Headquarters and had a productive discussion with Commanding General Sergeyev and members of his staff. <\/p>\n

"Today’s Transnistrian action is regrettable, and belies any statements by authorities in Tiraspol toward greater openness or cooperation. This action stands in particular contradiction to recent statements by Mr. Smirnov calling for international inspection or monitoring of the border with Ukraine, or factories in the region’s military-industrial complex", the OSCE Mission wrote in a press release to the news conference. <\/p>\n

"Given repeated obstacles created by Transnistrian authorities to access by the OSCE Mission to facilities like Colbasna, I would find it very difficult, if not impossible, to suggest to the OSCE participating states that Tiraspol authorities would provide adequate access and openness for any monitoring and inspection regime", believes William Hill. <\/p>\n

"Greater openness or transparency is the best way to prove there is nothing to hide.
