Moldova’s law enforcement bodies are going to split the burden of fighting corruption; the latter has become a leitmotif of the seminar opened Tuesday by the Center for Combating Organized Crime and Corruption (CCOCC) in conjunction with a joint project run by the Council of Europe and the \u0420\u0410\u0421\u041e Moldova commission.
\nSet to last till the end of this week, the Seminar has brought together representatives of CCOCC, the Chief Prosecutor’s Office, the Ministry of the Interior, the Ministry of Justice, the Audit Chamber, the Ministry of Finance, the Supreme Magistrate Council, NGOs, and experts from the Council of Europe and the U.S Embassy in Moldova. <\/p>\n

"The division of labour has become possible under the recently adopted national strategy for fighting corruption; in recent years the problem of bribe taking (in Moldova) has become particularly acute," Anatolie Dontu of CCOCC said. "Fighting it successfully requires a special organization; hence the establishment of the Center." <\/p>\n

"In cases where a government official is caught red-handed accepting a box of chocolates, a simple administrative punishment is enough. In other (more serious) cases, we must impose limitations on the future public service for those found guilty (of bribe taking). A criminal procedure is far more complex and much more expensive than an administrative one. I, therefore, believe that the CCOCC should not get involved with the minor cases. On the other hand, a bribe is a bribe whatever it may be and those who accept it deserve to be punished," Tudor Suveica of CCOCC said. <\/p>\n

The Seminar also touched upon the problem of double-acting during simultaneous investigation of crimes by several agencies. <\/p>\n

Bertrand de Speville of the European Council said splitting tasks and eliminating double-acts in investigation and prosecution would significantly raise the efficiency of fighting corruption. <\/p>\n
