The final round of talks in 2013 is taking place in Kiev on November 25-26.<\/p>\n<p>The OSCE Chairperson-in-Office, Ukrainian Foreign Minister Leonid Kozhara said that he welcomes the &ldquo;practical solutions&rdquo; achieved between Chisinau and Tiraspol lately.<\/p>\n<p style=\"text-align: justify\">&ldquo;I welcome the continued active dynamics of the 5+2 negotiation process, the resumption of the direct dialogue between the leadership in Chisinau and Tiraspol, and the practical solutions reached for the benefit of the population on both banks of the Nistru river,&rdquo; said Leonid Kozhara.<\/p>\n<p style=\"text-align: justify\">According to an OSCE press release, the Ukrainian Chairman welcomed the decision of the Moldovan Government to create better conditions for the free movement of persons residing in the separatist region of Transnistria.<\/p>\n<p style=\"text-align: justify\">The legislative amendment envisages that residents of Transnistria, holding a foreign passport (Russian or Ukrainian) are no longer subject to administrative fines while crossing the state border of Moldova due to their overstay on the territory of the right bank of the Nistru River.<\/p>\n<p style=\"text-align: justify\">The old regulation envisaged that the inhabitants of the separatist region holding a foreign passport were subject to penalties if they were not complying with the stay conditionality, being regarding as foreign citizens originating from abroad.<\/p>\n<p style=\"text-align: justify\">During the &ldquo;5+2&rdquo; talks Ukrainian Foreign Minister Kozhara called on the sides to abstain from actions that could destabilize the situation in the region. Moreover, he urged the sides to remove any barriers that the OSCE staff encounters while moving in the region to implement their mandate.<\/p>\n<p style=\"text-align: justify\">Leonid Kozhara promised that his country will stay committed to contributing to the security and stability in the region.<\/p>\n<p style=\"text-align: justify\">&ldquo;As a mediator in the negotiation process and as a guarantor of the settlement, Ukraine will continue its active efforts with the aim of reaching progress in the Transnistrian settlement, as well as strengthening security and stability in the region,&rdquo; the Ukrainian diplomat said.<\/p>\n<p style=\"text-align: justify\">The &ldquo;5+2&rdquo; conflict settlement format includes representatives of the sides, mediators and observers in the negotiation process &#8211; Moldova, Transnistria, Russia, Ukraine and the OSCE (as mediators), and the US and the EU (as observers).<\/p>\n<p style=\"text-align: justify\">Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n<p style=\"text-align: justify\">In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994.
