Why is there still a degree of uncertainty about the outcomes to be achieved on November 28? <\/strong><\/p>\n<p style=\"text-align: justify\"><strong><span style=\"font-size: 12px\">Jacek Saryusz-Wolski:<\/span><\/strong><span style=\"font-size: 12px\">&nbsp;<\/span>Today&#8217;s news about the interrupted session of Vierkhovna Rada leaves practically no hope for the signing of AA\/DCFTA between the EU and Ukraine. Without the laws which were supposed to be adopted until now, including the most controversial and yet poignant issue of doing away with selective justice and releasing Yulia Tymoshenko from prison, the EU has no reason to consider that conditions imposed upon Ukraine in December 2012 have been met.<\/p>\n<p style=\"text-align: justify\">The degree of uncertainty is proportional to the time elapsed: 11 months without delivering on the most important issues. For a number of weeks we have witnessed a cat-and-mouse game: the closer to the Summit, the more often the dates of final decisions are postponed; in view of no tangible progress the Cox-Kwasniewski mission delays the end of its mandate, and the Ukrainian authorities show little regret about the stalemate.<\/p>\n<p style=\"text-align: justify\">The Association Agreement, which is more than half-membership and constitutes a civilizational chance for future generations, has fallen prey to a poker game: who will blink first? Who will stretch the line a bit further? This is not acceptable, too much is at stake.<\/p>\n<p style=\"text-align: justify\">Therefore, when it comes to Ukraine, one should no longer expect any success in Vilnius. Of course, Moldova and Georgia will initial their AAs, but the bitter taste Ukraine will leave in case of failure will be the governing feeling after the Summit. Ukraine is the biggest EaP country and of course any negative development could potentially trigger domino-effects in the region.<\/p>\n<p style=\"text-align: justify\"><strong style=\"font-size: 12px\">Moldova.ORG:&nbsp;<\/strong><strong>What will happen to Moldova? Is the accord going to be initialed? What about the visa-free travel regime?<\/strong><\/p>\n<p style=\"text-align: justify\"><strong style=\"font-size: 12px\"><span style=\"font-size: 12px\">Jacek Saryusz-Wolski:&nbsp;<\/span><\/strong>Moldova is on the right track to achieve the first important step &ndash; the initialing of the AA. It is a great success of the current authorities who have been through a sometimes bumpy road. But the clear determination to achieve the goal has clearly paid off. But it is important to bear in mind that there are other steps ahead, even more important: signing and ratifying, and then implementing the Agreement.<\/p>\n<p style=\"text-align: justify\">We should look ahead, beyond Vilnius and before the summit in Riga in 2015. Moldova must remain on this ambitious, pro-European path to accomplish the goals ahead.
