The statement belongs to Lilia Snegureac, the head of the &ldquo;Dialog Pro&rdquo; Resource Center, ex-chief of Council of Europe&rsquo;s Information Office based in Chisinau.<\/p>\n<p>In an <a href=\"http:\/\/politicom.moldova.org\/news\/monitorizarea-republicii-moldova-de-ctre-consiliul-europei-nu-poate-influena-dialogul-cu-ue-interviu-239469-rom.html\">interview with Moldova.ORG<\/a>, Lilia Snegureac said that besides EU&rsquo;s involvement in the EaP, the role of diplomacy conducted by these countries, including Moldova &ldquo;is extremely important.&rdquo;<\/p>\n<p style=\"text-align: justify\">&ldquo;A good foreign policy has to go hand in hand with a strong domestic political will and a genuine reform implementation program,&rdquo; Ms. Snegureac said.<\/p>\n<p style=\"text-align: justify\">She argues that after 1995, when Moldova joined the Council of Europe, things have changed and Moldova has gotten closer to the European Union.<\/p>\n<p style=\"text-align: justify\">&ldquo;We have changed the entire judicial framework,&rdquo; she said. &ldquo;The problem is that we have kept most of the previous mechanisms, some turning to be not very functional. However, there is progress and it is visible.&rdquo;<\/p>\n<p style=\"text-align: justify\">Most of the reports drafted by the Parliamentary Assembly of the Council of Europe (PACE) notice progress, but they constantly remind Moldova about its drawbacks.<\/p>\n<p style=\"text-align: justify\">&ldquo;Reforms are costly,&rdquo; she said, adding that despite this challenge, there is a need of political will in Moldova.<\/p>\n<p style=\"text-align: justify\">The ex-chief of Council of Europe&rsquo;s Information Office in Chisinau also said that the citizens require an efficient policy of communication with them in order to understand the legal framework and the reforms that need to be undertaken so that the government can benefit from their support.<\/p>\n<p style=\"text-align: justify\">&ldquo;This would contribute to a better reform implementation and adjustment to the newest life standards, as well as a better use of the opportunities offered by the specialized programs of the EU,&rdquo; Lilia Snegureac said.<\/p>\n<p style=\"text-align: justify\">According to her, transparency would boost citizens&rsquo; confidence in the political elite.<\/p>\n<p style=\"text-align: justify\">&ldquo;Unfortunately, our citizens are tired of endless promises; they want to see that as we go along and advance in the Moldova-EU dialogue, the quality of their life improves,&rdquo; Ms. Snegureac stressed.<\/p>\n<p style=\"text-align: justify\">Moldova has gotten a lot of support from the European Union in the recent years.
