EU Commissioner for Enlargement and European Neighbourhood Policy, Štefan Füle gave an interview exclusively to Moldova.ORG talking about the significance of the Association Agreement. The interview comes amidst his visit to Moldova where he participates in the fifth meeting of the Eastern Partnership Civil Society Forum. <\/em><\/p>\n

Moldova.ORG: We are getting closer to the EaP Summit that is due to take place in November. Moldova was until recently the “successful story” in Eastern Europe, being the leading country in terms of reforms. However, Ukraine is the one to sign the Association Agreement with EU in Vilnius. Why is Ukraine a step ahead of Moldova? <\/strong><\/em><\/p>\n

Štefan Füle:<\/strong> Moldova’s efforts to implement the European values make it an important partner for the EU and Eastern Partnership front-runner. When we started negotiating the draft Association Agreement with Moldova, Ukraine had almost completed its own negotiating process, which allowed us to initial the document with Ukraine in 2011.<\/p>\n

At the time, negotiations on the trade part of the Moldova Agreement (the deep and comprehensive free trade area – DCFTA) had not even started. They were, by the way, completed in record time – in 16 months only, in mid-June. This explains why Ukraine is now ready to sign its Association Agreement, while we are currently preparing the text of the EU-Moldova Agreement for initialling.<\/p>\n

Moldova.ORG: The translation of the Association Agreement text will take some time. After that, each of the EU member states would have to ratify the Agreement. What would happen in case an EU country does not want to ratify it? Is there such likelihood?<\/strong><\/em><\/p>\n

Štefan Füle:<\/strong> According to our rules, we will translate the draft Association Agreement into the 24 EU official languages before signing it with the Moldovan side. The ratification process will start only after this essential step. All EU Member States, through the coordinating and information structures of the Council of the European Union, have been closely associated to the negotiation of the document.<\/p>\n

The text that will be proposed for signature therefore reflects accurately the views, not only of Moldova, but of all the EU Member States, the Commission and the EEAS in their respective areas of competence.<\/p>\n

Moldova.ORG: Once signed, the Association Agreement is expected to liberalize the trade between Moldova and the EU member states. How prepared are the Moldovan companies and enterprises to stay competitive on the European market?<\/em><\/strong><\/p>\n

Štefan Füle:<\/strong> The Agreement foresees adequate transition periods at all levels, which have been defined together with the Moldovan side. Independent studies have consistently shown that the Moldovan economy would benefit from deep and comprehensive trade liberalisation in the bilateral EU-Moldova trade, and that the citizens should enjoy lower prices and better quality products as a result.<\/p>\n

Moldova.ORG: How can Moldova’s breakaway region of Transnistria benefit from the Association Agreement?<\/em><\/strong><\/p>\n

Štefan Füle:<\/strong> Theoretically, Transnistrian region has the possibility to participate fully in the DCFTA, first of all because it is part and parcel of Moldova’s customs territory and legal system under international law. However, Transnistria needs to communicate the intention to be part of the DCFTA to the Moldovan Government, whether from the outset, or later once it enters into force.<\/p>\n

In the meantime, the current autonomous trade preferences will continue to apply until end of 2015, so that Transnistria has sufficient time to reflect before the DCFTA enters into force. The concrete modalities of ‘Transnistria’s joining of the DCFTA will have to be discussed between Chisinau and Tiraspol.<\/p>\n

Participation in the DCFTA will boost Transnistrian exports to the EU and bring overall to the region the same benefits as in the rest of Moldova. The EU stands ready to assist all interested parties in this process.<\/p>\n

At the same time the Association Agreement and Deep and Comprehensive Free Trade Area helps strengthening the territorial integrity of Moldova and not the other way around.
