Pirkka Tapiola is the new Head of the EU Delegation to Moldova. At the beginning of his mandate in Chisinau, the Ambassador accepted to give an exclusive interview to Moldova.ORG. Please find below the second part of our interview. The first part was published here<\/a>.

Moldova.ORG: Is Transnistria currently a hindrance in Moldova’s EU integration process?<\/strong><\/em><\/p>\n

Pirkka Tapiola:<\/strong> I do not like to put it in those terms. The Transnistrian situation is an important issue for the development of the region. I would not look at it in terms of hindrances, but I would rather look at it in terms of what kind of solutions we need to find. I am not here to identify problems. We know the problems. I am here to identify and work towards solutions in an inclusive manner.<\/p>\n

I would say that Transnistria – if we go in the right path, if we find the right solution – is an opportunity both for the future of the Republic of Moldova and for the Transnistrian region and for the population is a opportunity to build a better future, a stronger economic base, better transit routes, transport routes, through this country. As that opportunity it can also be an opportunity in Moldova’s deeply relationship with the European Union.<\/p>\n

Moldova.ORG: Moldova is close to getting an Association Agreement with the EU in November this year. What are Moldova’s greatest achievement and failures so far? What is left to be done to align the system at the EU standards?<\/strong><\/em><\/p>\n

Pirkka Tapiola:<\/strong> Let’s start by defining what are an Association Agreement and a Deep and Comprehensive Free Trade Area? We often find ourselves, especially in this region, with an expectation of a panacea, or a “chuda” as one says in Russia, that a mythical moment in time will happen which will change everything overnight.<\/p>\n

What the Association Agreement and a Deep and Comprehensive Free Trade Area (DCFTA) are? They are transformation tools. They provide a framework within which we can work together to modernize and support those transitions. The EU assistance for now is 41 Euros per capita for Moldova. This is the highest in any neighboring countries in per capita terms and between 100 and 130 depending on how well Moldova uses the incentives, which allow us to give “more for more” support. So, we are not just saying that you need the reforms when we see the reform. We are there to accompany them financially.<\/p>\n

What are Moldova’s achievements? We were very impressed by the speed – with no other Eastern Partnership countries – we have managed to negotiate in such an efficient manner where the political will of taking on the commitment for EU norms has been there. Moldova remains the forefront of the Eastern Partnership.<\/p>\n

But we would all like these growth problems of a transition society to be solved faster. There is the fight against corruption, reform of the judiciary in a holistic manner, the political curtain – the same priorities that I mentioned earlier. Those are the kinds of issues where we have seen steps but we would need faster [and have] more concretized steps.<\/p>\n

And it is very important to realize the nature of the EU offer for political association and economic integration. It is an enabling offer. It is about long-term future and it requires a certain amount of expectations management but only if the government and the people of Moldova use all those opportunities, implement the reforms, implement the agreement.<\/p>\n

There may be difficult moments in this process but it’s about building a completely different, more sustainable, more firm, more resilient basis which gives opportunities. Other offers may give short-term benefit but they may not take the country forward in the longer-run. This is a very important issue on which you need to have a strong sense of unity of pulling together from the side of the country.<\/p>\n

Moldova.ORG: Is the EU able to support Moldovan winemakers amidst Russian embargo on Moldovan winery?<\/strong><\/em><\/p>\n

Pirkka Tapiola:<\/strong> We have the answer already from older experiences, this being not the first wine embargo. Around 2006 we did raise import quotas. If you look at export figures, which the Moldovan government is giving out, back then over 77-78% of Moldovan wine exports went to Russia. Now that percentage is 28.<\/p>\n

So, what have you seen in the meanwhile? First of all, we have raised our quotas. But you’ve also seen a stronger commitment and you’ve seen a European Investment Bank loan on the quality to [produce] better wine.<\/p>\n

I started working with Moldova in one of my capacities back in 2005. There was nice wine, but now you find excellent Moldovan wines. And that is less than 10 years. The export market has changed. I can imagine that there will be possibilities of increasing the number of Moldovan wines entering the European Union market.<\/p>\n

This is the longer-term, again. The development of the rocky roads requires ownership, concerted action and occasional sacrifice for a better future in the longer run. You will be able through reforms to increase market access of Moldovan wine and also the demand of Moldova wines. The EU sometimes acts as firefighter as we have done. But fundamentally, firefighting is not about building. It’s about damage limitation. We are in the business of it.  <\/p><\/p>\n","protected":false},"excerpt":{"rendered":"
