Pirkka Tapiola is the new Head of the EU Delegation to Moldova. At the beginning of his mandate in Chisinau, the Ambassador accepted to give an exclusive interview to Moldova.ORG. Please find below the first part of our interview. The second part was published on Tuesday, September 24.<\/a><\/em><\/p>\n

Moldova.ORG: How did you find Moldova since you came?<\/em> <\/strong><\/p>\n

Pirkka Tapiola:<\/strong> Moldova is a lovely country. I’ve been here many times before in an earlier capacity, working with the EU-Moldova relations and Transnistria conflict. It is not a new country. I feel very good in Moldova. The people are lovely. The food is very good. The wines are excellent. There is a lot of work through. And that’s because our relationship between the EU and Moldova is incredibly intense.<\/p>\n

Moldova.ORG: When did you start expressing interest in the Eastern European region? How have things changed ever since?<\/strong><\/em><\/p>\n

Pirkka Tapiola:<\/strong> I have spent most of my career in this region. After the collapse of the Soviet Union, in the earlier 90s, I realized that there is very little expertise and interest in the region at that time. You didn’t have enough people who were mainly interested in looking at what are the opportunities, how do we support transformation, how do we look at a new type of Europe. I have been very privileged of having been somewhat involved in creating of a new Europe professionally.<\/p>\n

I worked for a short time at the Finish Embassy in Moscow, then I moved to a country which is now a member of the European Union – Latvia, where I was Deputy Head of the OSCE Mission. I also studied the changes in foreign policy dynamics in the region, completed a Master thesis on those. Then, after a while I did take a break for 3,5 years and worked in South-East Asia as a diplomat with completely different questions. But then, I decided to come back.<\/p>\n

I applied to be Deputy Head of the Finnish Embassy in Kiev, Ukraine. From there I moved as an adviser to the High Representative Javier Solana. After that I moved as an adviser to the leadership of the newly established External Actions Service where we were trying to establish a new European common policy. For most of the last 20 years I’ve been involved in the region and I am very interested in it. It’s a region I also love.<\/p>\n

Moldova.ORG: What are you short- and medium-term goals here?<\/strong><\/em><\/p>\n

Pirkka Tapiola:<\/strong> My goals are very clear. First of all, I am here to support intensifying deeply the EU-Moldova relationship. But I would like to, maybe, unpack that concept a little bit because fundamentally we have a lot of challenges ahead of us, which are related to a transition of society. We are on a path of European integration through political association and economic integration. That’s what the Association Agreement and the DCFTA are all about.<\/p>\n

These are tools to overcome bad practices or difficulties of the past and look at a new, more European type of society. So, working on judicial reform, public administration reform, helping a change in the political culture from a East-infested dominated culture to a more bottom-up inclusive political culture which is about societies and people; strengthening civil society, looking at the business and investment climate. All those issues are fundamental for a modern society.<\/p>\n

Those are my priorities. I want to see that on each and every one of these in the four years during my mandate we will be already in a different place when I leave. But there is another priority which is equally as big as this first one.<\/p>\n

That’s working on the Transnistrian conflict and finding more confidence between the two banks and working towards a sustainable solution which will serve the interest of the inhabitants of both banks and bring them more opportunities both in the kind of society they live and in line with the territorial integrity of the Republic of Moldova with a special status for Transnistria.<\/p>\n

Moldova.ORG: Some diplomats say that federalization of Moldova could be a possible solution for the Transnistrian conflict. Do you think this could work? Why or why not?<\/strong><\/em><\/p>\n

Pirkka Tapiola:<\/strong> I think that we often get far too emotional when we talk about what do we call things: autonomies, federations or whatever. I think that we need to jump out of that box, get out of that paradigm. If you look around the world different kinds of federations: some of them– rather large ones nearby, are in fact very centralized states.<\/p>\n

Then again, you see other federations which are very diluted. You see autonomies which are very strong and you see autonomies which are basically only on paper. Now we need to jump out of talking about these concepts and focus on what works.<\/p>\n

What is it that works? I specifically use the term “special status” because I think what we need to focus on are the win-win solutions which protect the territorial integrity of Moldova and protect the specificities of the constituent parts of Moldova and bring the best benefit and the best balance. I think we need to first decide what we want on the ground and then what we call it. So, we should not let concepts become excuses stopping us on the way forward.<\/p><\/p>\n","protected":false},"excerpt":{"rendered":"
