In an exclusive interview with Moldova.ORG, Jacek Saryusz-Wolski speaks about the Russian influence in EU’s Eastern Partnership countries, the need to settle the Transnistrian conflict in order to get membership perspective, as well as the level of readiness of the Moldovan companies to emerge competitive on the European common market.<\/em><\/p>\n

Moldova.ORG: Mr. Saryusz-Wolski, how would you comment on the trade conflict emerged between Ukraine and Russia?<\/strong><\/em><\/p>\n

Jacek Saryusz-Wolski:<\/strong> The conflict, now subsided but which might erupt at any time again, needs to be seen in a wider context. In the simplest of terms one can say that it is all about geopolitics. Although the embargo has been lifted, its effects and repercussions can still be felt.<\/p>\n

It was a clear warning sign for Ukraine, but also for other countries of the Eastern Partnership. Right now, Polish food stuffs exported to Russia have undergone tighter scrutiny at the borders, which, if maintained, might bring considerable losses to this sector of economy. There is no question of coincidence in these two events within such a short time.<\/p>\n

Paradoxically, Russian actions against Ukraine have brought results counterproductive to the ones which were aimed for. They have consolidated Ukrainian government’s and the opposition’s position on EU integration, which can be seen in the most recent declarations from both sides that Ukraine is determined to adopt all outstanding laws and accelerate the integration process.<\/p>\n

Moldova.ORG: Could a similar scenario be the case for Moldova, given that the country expects to initial the Association Agreement with the EU?
\n<\/strong><\/em>
\nJacek Saryusz-Wolski:<\/strong> Russia has been very clear about its readiness to undertake similar measures against Eastern Partnership countries that will choose the path of European integration to the detriment of the Eurasian (Customs) Union project. There is no doubt about the fact that Russia still considers its immediate neighbourhood as its sphere of influence and does not wish to tolerate any changes to this status.<\/p>\n

Moldova has already been put under a lot of pressure, with the same carrot-and-stick methods we could see in the Ukraine case. Blackmail with respect to gas prices and Russian persistent support for the separatist tendencies in Transnistria is a sign that more might be expected to come.<\/p>\n

It needs to be stressed that throughout the crisis between Ukraine and Russia on trade, the European Parliament has been strongly criticizing any attempts to curb sovereign and independent rights of EaP countries and of the EU to shape and establish international relations. In a way, Russia dared to question the fundamental principle of the Helsinki Act.<\/p>\n

Moldova.ORG: Amid better relations between Moldova and the EU, Russia continues to consolidate the breakaway region of Transnistria. Is the EU ready and willing to protect Moldova from the Russian interference?
\n<\/strong><\/em>
\nJacek Saryusz-Wolski:<\/strong> The EU has expressed its full support for Moldova’s European aspirations and welcomes the progress the country has made in the run-up to the Vilnius Summit. Commissioner Guenther Oettinger’s strong backing, also financial, for the construction of the Romanian-Moldovan pipeline, aimed i.e. at diversifying energy supplies rendering and thereby rendering Moldova less dependent on Russian gas, is an important step in that direction.<\/p>\n

Transnistrian population should also bear in mind that independence from Moldova will not mean full independence, but, on the contrary, subjecting to unlimited control by Russia.<\/p>\n

South Ossetia and Abkhazia are painful but telling examples of how situation might evolve and be quickly brought to a long stalemate that does not bring any party to a solution or result they sought to achieve. Lessons are to be drawn from that.<\/p>\n

Moldova.ORG: To what extent could Transnistria be a problem for Moldova in the process of getting closer to the European Union?
\n<\/strong><\/em>
\nJacek Saryusz-Wolski: <\/strong>In shaping its relations with all Eastern Partnership countries, the EU observes the principles of territorial integrity and right to self-determination of their inhabitants. In this respect, it considers essential for territorial disputes or conflicts to be resolved.<\/p>\n

Therefore, the process of mediating the conflict will remain an important element of EU’s engagement in Moldova, as any, even very distant and not discussed now European perspectives for the country must entail a peaceful settlement of the situation.<\/p>\n

Moldova.ORG: What is the homework left to be done by Moldova before the Eastern Partnership Summit?<\/strong><\/em><\/p>\n

Jacek Saryusz-Wolski:<\/strong> Fulfill all outstanding criteria indicated by the European Commission and dully observe all democratic standards in the run-up to 2014 parliamentary elections.<\/p>\n

Moldova.ORG: Although much remains to be undertaken by the Moldovan Government in order to align its legislation to the EU standards, is Moldova ready at this point to emerge on the EU market?
\n<\/strong><\/em>
\nJacek Saryusz-Wolski:<\/strong> That needs to be answered by Moldova itself. Negotiating the Association Agreement, and in particular of the Deep and Comprehensive Free Trade Area, is not only a bureaucratic process of agreeing on a text, but more importantly consists of a great number of adaptations of laws and market regulations to render economic cooperation fully-fledged and beneficial to all partners.<\/p>\n

I therefore believe that given the advanced state of preparation before the Vilnius Summit, Moldova stands all the chances to be a competitive player on the common market.<\/p>\n

Moldova.ORG: If Moldova initials the Association Agreement with the EU in Vilnius, how long should the country wait until all the papers are translated and approved?<\/strong><\/em><\/p>\n

Jacek Saryusz-Wolski:<\/strong> Technicalities related to the translation of documents and their approval should not be an obstacle in the whole process. But it is much more important to remember that initialing represents the first, very important, but not conclusive in itself, phase of the process.
